Subject STORAGE OF SPENT CHARC0AL FILTER TRAYS Location T.M.I.

Date 5/3/79 To Mr. Ben Rusche As a result of the rnecting held May 2, 1979 between representatives of the Waste Management Group and the NRC, the following charcoal filter tray storage plan was defined and agreed upon.

A solid waste staging area located in the area southeast of Unit 2 and inside the diked area has been designated by the solid waste group.

At least three enclosed truck semi-trailers will be spoted in the area for storage of the charcoal trays.

Charcoal trays will be loaded in the Aux. Building and sealed in gasketed heavy walled steel containers.

Containers will be transfer-red by truck to the storage trailers and loaded by the solid waste group into the trailers.

The trailers will be fitted with sampling lines suitable to pull air samples to monitor for iodine release within the truck bodies.

Trailers, once loaded will be locked and the keys kept under the cog-nizance of the shift supervisor of Unit 2.

Radiolical control boundries will be established around the truck storage area at the 2 mr dose boundry.

Prerequisites are that: (1) prior to loading, soil samples for isotopic analysis of areas under storage - semi-trailers will be taken and (2) fire hose of sufficient length will be connected and maintained to a fire main near the storage area.

The storage surveillance procedure is that:

Air samples will be taken from each semi-trailer once a day during the 1st week of storage, twice a week for the next 3 weeks and once a week thereafter.

Sample results will be reported within 12 hours1.388889e-4 days <br />0.00333 hours <br />1.984127e-5 weeks <br />4.566e-6 months <br /> to the Unit 2 HP supervisor. Waste Management Group Manager, and the NRC.

Fire protection wil' be afforded by the Unit 2 fire brigade.

Fire detection wil' ae afforded by normal observation of the general area.

In the event of unacceptable air contamination levels in the trailers, the Waste Management Group will direct corrective action.

The most likely cause of I131 release from the charcoal filters is high temp-erature which, in the short term, will be delt with by spray cooling the trailers by fig Aposes j 7 LJO
