Oconee SER seemingly ready to publish.

a.

M. Williams needs to report back ASAP on status of evaluation of OSA&B. How about clarification of low vs. hi pressurizer manual trip?

b.

Need policy decision on several SER matters being circulated separately.

c.

Documentation of McDemott concerns to go in PDR including plant dockets.

Israel to respond (orally, today) on reexamination of HPI timing, RCP running.

d.

Fairtile should verify T.S. min. AFk! flow and tell D. Ross, e.

Fairly soon we should get DPC. to document flow distribution calculations.

f.

T. Novak to suggest set of slides for Comnission presentatien.

g.

Unit 3 hardwire trip to be in by 5/18.

Talked to T. Anderson of W on up to seven options for bringing W plants into confonnance with bulletin:

a.

Another bulletin b.

Jawboning by phone.

Letters to individual plants.

Technical discussions with W Owner's Group (which W would organize).

Mass meetings with all utilities.

W scall break submittal came in; Heltemes will docket and distribute.

Latest schedule on other B&W plants is:

a.

Rancho Seco Hope to have SER late next week; need site visit about Wednesday, May 23.

b.

AND-1 Order not yet signed; Awaiting revisions to operating procedures, walk-throughs with operators, and tes ts.

c.

Davis-Besse 1 Order signed 5/16; Awaiting operating procedures and followup responses tu order. Walk-throughs with cperators also needed.

d.

Crystal River Order signed 5/16.

Need to fix up training on all four.

5.

The lessons learned from Oconee procedures and training indicated that we need to:

a.

follow procedures development at site; b.

require structured training program; c.

require 100 management audit by utility; d.

do a sample audit ourselves of operator awareness; e.

require development of criteria for accept!.nce of operator.

6.

Need to establish a schedule and team on long-term Oconee FW improvements -

time is of the essence.

7.

Heltemes to update TMI action plan resources.

8.

Williams & Ziemann see Ross on letter to State of Connecticut.

9.

May need to meet with Michelson on LWR concerns.

10.

Need comments from review team on scope and schedule for W, CE bulletin evaluation.

11.
