MICHELSON COMMENTS RE: SMALL BREAK N Q YSIS y A RS MEETING (1)

During ACRS meetings on Thursday, May 10, Dr. Michelson pursued with W a number of transient sequences involving lower temperature water in pressurizer than in reactor loop.

The details of these transients and Michelson's concerns are marked on the attached meeting transcript. (Enclosure 1)

During the ACRS meeting on Friday, May 11, Dr. Michelson asked the staff to follcw-up on these sequences and concerns discussed with W, and to take the lead in assuring an independent check is made of the hydraulic models used, the effect on assuring natural circu-lation, the extent of appropriate test programs, etc. A positive commitment was given in this regard by Dr. R. Mattson.

Dr. Michelson also offered his help to the staff should any clarifica-tion or additional discussion be desirable in order to understand and address his concerns.

In private conversation, Dr. Michelson noted that W makes strong statements regarding the ability of their system to achieve natural circulation with no overpressure. At least, their analyses show there should be no problems - yet, when tests are conducted - there is usually a high degree of subcooling.

He suggested, in a rather serious tone, that '.{ should be requested to try a test without overpressure in the pZR, and to really validate their analysis.

He doubts that W would agree to such a test - yet it disturbs him greatly that they continue to take a strong position based upon their analysis.

He believed a test would provide some real insight into their system performance.

His reaction to the B&W small break analysis was favorable based upon a quick look. He believed that the scope was good.

He urged that the staff, of course, dig into it to confirm the models - and to determine if the new models verify the old ones.

His conclusion was that we are probably now overacting to the small break problem - but, with good
