g Your recent letter to Chairman Hendrie concerning the accident at Three Mile ~ Island Nuclear Station Unit 2 and expressing your views on nuclear power was 7 referred to this office for response. We appreciate your concerns and assure m you that every effort is being made to ensure the continued protection of the health and safety of the public not only at the Three Mile Island Nuclear Station, but also at all nuclear power plants. of the Three Mile Island accident.

Specifically, full-time inspector have been assigned to each operating plant utilizing Babcock & Wilcox pressurized water reactors like those at Three Mile Island. In addition, the licensees of all these plants which were not already shut down have voluntarily shut down their plants. We are issuing confirmatory orders to the licensees of all Babcock & Wilcox reactors like those at Three Miie Island to assure that necessary plant modifications, additional training and revised operating procedures will be effected prior to resumine operation. Licensees of all operating plants utilizing pressurized water reactors have been instructed to take specific actions with regard to the status of certain equipment, plant procedures, operator actions and facility designs. Licensees of all operating plants, including those utilizing boiling water reactors, have been instructed to provide us with additional information with regard to their facilities in light of the Three Mile Island accident. In addition, substantial effort is being expended within this agency to evaluate the factors which contributed to the Three Mile Island accident and to prevent a similar occurrence in the future. The conditions at the Harrisburg nuclear plant demand that our leaders think first of the dangers to humanity, rather than to the profit loss involved. I an not convinced that the danger is any less critical than It was a week ago. It is obvious that the public is only being told what the in-dustry's spokesmen think we should be told. There has been a disquieting pattern of arrogance by Industry and government in the last two decades, exposing us to more and more life-threatening hazards and increasing our cynicism and lack of belief in the credibility of statement- .de by both entitles. The quest for the " big buck" has left us with children disfigured by Thalidomide, endangered the ozone by fluoride gases released from aerosol cans, polluted our rivers w'th detergents and our air with any number of poisons, killed people with pesticides and killed wildlife and ruined our beaches with oil spilled from supertankers. Life has be ome i ntole rab le because of the destruction or deterioration of our environnent, and because of th; economic chaos resulting from the obscene chase for greater profits and power. People, human life mean nothing. If it isn't already too late to reverse our collision course with oblivion, we can at least try to salvage what's left of our world by closing ALL nuclear plants, regardless of the out-come of events at Harrisburg. No one I know believes that wee heard anything but doubletalk-not only with regard to Harrisburg but from all statements relating to events in the last twenty years that have endangered life. Can noney really be worth the agony of watching someone you love endure the suffering from terminal cancer. Have you ever watched a child die of leukemia? Dear Chairman Hendrie:

Recent events since January 1, 1979, have demonstrated the critical need for the Nuclear Regulatory Commission to completely re-vise its standards and procedures relative to the licensing of nuclear plants. The first major element was the rejection by the Commission of the Rasmuessen Report and its erroneous Fault Tree analysis. The second major event is the disaster at the Three Mile Island Nuclear Plant. We in Cleveland are concer.ed because of the Cleveland Electric Illuminating Company;s building program at Perry, Ohio. The records of inspection by the Nuclear Regulatory Commission cf the Perry Plant over the past year clearly demonstrate an insensivitivy of the Illuminating Company to proper bulliding procedures. The inspections continually report improper document control; improper supervisory inspections; improper supe; vision; and improper constructicn. Mistakes will occur in any pro-ject, but when there is a continual pattern of improper activities, as has been demonstrated at Perry, action must be taken to protect the public. Considering the inherent danger of nuclear energy, and further considering the events of 1979, I must insist that the Nuclear Regulatory Commist'on initiate the following action: 1. To order immediately the shut down of all operating nuclear plants which have the same design as that employed at the Three Mile Island Nucletr facility; 2. That all such facilities be inspected by a team of engineers representing the nuclear industry; the Nuclear Regulatory Commission and the Union of Concerned Scientists; 3. That the Nuclear Regulatory Commission create an office of Nuclear Ombudsran which would have the power to issue show cause orders in the event it receives information which would warrant such action and further which would enable the public to parti-cipate more fully in the licensing process; hnD h

P = 4~ ,g Dest Sirr Spurred by the recent--and possibly catastrophic-events in Harrisburg, and the less well known, and so far less serious, but much closer to honet events in Burlington Kansas, we write you this letter to inform you of our opinion regarding nuclear powereplants in ge reral. We just don't want them. We don't consider ourselves smarter or better infomed or more caring than you. We simply feel that those on the inside of this issue (and, hence, with the most direct power over it) are too close to exercise clear and objectiva judgment concerning it. We urge you to stop, step back for a moment, and take the long view. These plants, how many decades before they could supply an important part of our power needs?; and what about the terrible danger they pose while operating?; and after their short-lived existence, what can we do with them?; and the terrible waste they produce, the vomit that must be shoved continually into n Nir earth and somehow (we all know it's impossible) isolated for hundreds of thousands of years, what about this, sir? At the moment we represent only ourselves, though we know plenty of others who feel as we do. We want to live the good life, and that means in health, with the beauty and purity of our surmundings, and we want to pass this wonderful life on to our children. Lhtll we lose it all for a little, momentary, extra electricity. To he.ll with electricity then, we'll become energy-peupers if need be. Join us. Use your influence against this menans. Your recent letter to our Walnut Creek Regional Office concerning the accident at Three Mile Island Nuclear Station Unit 2 and expressing views on nuclear power was referred to this office for response. We appreciate your concerns and assure you that every effort is being made to ensure the continued protection s ,4 of the health and safety of the public not only at the Three Mile Island Nuclear Station, but also at all nuclear power plants.

3 We have taken or are taking a number of actions with respect to all nuclear

,O power plants as a result of the Three Mile Island accident. Specifically, full-time inspectors have been assigned to each operating plant utilizing Babcock & Wilcox pressurized water reactors like those at Three Mile Island. In addition, the licensees of all these plant; which were not already shut down have voluntarily shut down their plants. We are issuing confirmatory orders to the licensees of all Babcock & Wilcox reactors like those at Three Mile Island to assure that necessary plant modifications, additional training y and revised operating procedures will be effected prior to resuming operation. i; Licensees of all operating plants utilizing pressurized water reactors have been instructed to take specific actions with regard to the status of certain j,gs]g equipment, plant procedures, operator actions and facility designs. Licensees 'g' of all operating plants, including those utilizing boiling water reactors, have been instructed to provide us with additional information with regard to their facilities in light of the Three Mile Island accident. In addition, substantial effort is being expended within this agency to evaluate the factors 45 which contributed to the Three Mile Island accident and to prevent a similar occurrence in the future. We will carefully review all the information obtained and developed as a result of the Three Mile Island accident and take whatever further action is deemed appropriate. The NRC is ultimately the responsible party in this and any other incidents that might occur as a result of their absolute blessing for ANY nuclear plant that c omes along. The NRC has never denied a liecense to a nuclear plant and investigations are few and slight when they are forced by public concern.
