Dr. Joseph M. Hendrie Chairman Nuclear Regulatory Commission Washington, DC

Dear Dr. Joseph:

The New York Times of April 13, 1979, (All) quotes you in this way in your reaction to the Three Mile Island accident:

"And Dr. Hendrie, at one ti=e, asked:

'Which amendment is it that guarantees freedom of the press? Well, I am against it. '"

Would you please explain what you =ean by that statement?

There is a second thing I would like to know'.

Who is liable for accidents, such as that which occurred at Three Mile Island, Private insurance companies? United States government? For what? An for how long?

Thank you for this explanation and infcrmation.

Yours truly, James H. Smylie JES:bjl 254 306 f90622QRfC i
