DC 20555 to discuss an incident which occurred at this station on March 28, 1979 resulting in release of primary coolant into the contalment and the i

declaration of a general emergency by the operators at this station.

i This meeting rotice is being published on an cuergency basis (less than 15 days prior notice) since this unexpected incident is a matter which warrants censideration by the full CommiP.ree ving its regularly scheduleti meeting on Acril 5-7, 1979 and a Subenittee meetits prior to April 5,1979 is required to review the plant staf.us and the actions taken to ln it the risk to the pblic.

In accordance with che procedures outlined in the Federal Register on October 4,1978, (4~ FR ' d26), oral or written statements may be presented by me::bers of the pblic, racordings will be permitted only during those prtions of the meeting when a transcript is being kept, ard questions may be asked only 5

by members of the Sub-ittee, its consultants, and Staff. Persons desiring to make oral statenents should notify the Cesignated Federal Employee as far in advance as practicable so that appropriate arrangements can be made to allow the necessary ti=e during the meeting for such statements.

In addition, it may be necessary for the Subeccmittee to hold one or more closed sessions for the purpose of exploring matters involving J

I have determined, in accordance with Sub-section 10(d) of Public Law 92-463, that, should such sessions be i

1 required, it is necessary to close these sessions to protect proprietary information (5 U.S.C. 552b(c) (4)).
