In accordance with the procedures outlined 'n ne Federal Register on Cctccer 4, 1973, (43 FR 45926), oral er written statements may be presented by merters of the #1ic, recordings will be penitted caly during these portions Of de meeting when a transcript is being kept, and cuestions may be asked only by me-ters of de Subecm=ittee, its censultants, and Staff. Perscns desiring to make cral statements should notify de resignated Federal Employee as far in adva ce as practicable so dat appropriate arrangenents can be made to allcw de necessary time during the meeting for such statements.

I have detemined, in acccrdance wid Subsection 10 (d) of P21!c Law 92-463, that, should such sessicns be recuired, it is necessary to close dese sessions to protect procrietary information (5 U.S.C. 552b(c) (4)).
