This training will be conducted as part of the Operator Requalification Projram.

It will begin the week of August 21, and will continue for five (5) consecutive weeks.

If not, special briefine. must be held for the personnel in these organiza+ ions.

The decision as to which method will be used must be made soon so the programs can be scheduled, the invitations sent, and the training accomp-lished in a timely manner.

As with the on-site personnel training, we must have lesson plans to ensure our files can document compliance with HPP 1670.9.

Please forward these lesson plans and a schedule for accomplish-ment of the various programs to the Training Department.

11. J. BUSANSKY ii As you know, Bill, HPP 1670.9 requires radiation emergency procedure training for all Security Personnel.

The initial training of supervisory personnel and sergeants is to be conducted by the H.P. Department.

The sergeants are then responsible for Site Protection Officer training.

So far, the only documentation we've received is that for the initial training of sergeants and other supervisors.

Have the SPO's been trained yet?

If so, please forward the necessary documentation to the Training Department.

If not, there remain only about four (4) weeks in which to complete the training of the SPO's to comply with HPP 1670.9.

Please let me know the status of this training.

If possible, I would like to see a schedule of when the remaining training, if any, is to be conducted.

The Station Emergency Plan, in IIPP 1670.9, requires that all personnel who may be$ assigned duties on the Repair Party Team attend annual training in specific areas.

To date, the only documentation the Training Department has received for this progran is that for the session held on October 10.

That session was attended by six liaintenance Dept. foremen and supervisors, including yourself.

I under-stand that, following this initial program conducted by the ll.P. Department, the maintenance personnel who attended would then be responsible for training other personnel who may be designated as members of the Repair Party Team.

Ilow is the Repair Party Team membership identified, and has this training been conducted

for the renainder of the Repair Party Team nembers? Only slightly nore than four (4) weeks remain in whic h to complete the required annual training for the individuals you designate.

Please send me a schedule of when this training is to be conducted as soon a-possible so we may arrange for classroom space if necessary.

If the training has already been conducted, please see that it is documented, and return this documentation to the Training Department.

A copy of the appropriate section of IIPP 1670.9 is attached for reference.

Several Training Program Administrative Forms are attached for your convenience in docu-menting this training.

Len, Before we can docament compliance with HPP 1670.9 during 1978, there are two items that require resolution.

1.

We must have lesson plans on file.

These must support our claim that the training conducted has adequately covered the required topics listed in

1670.9.

To date, we have no suitable lesson plans for the. programs con-ducted by the Radiation Protection Department.

Those required and their respective sections of 1670.9 are as follows:

3.1.1 Emergency Director Training 3.1.2 Accident Assessnent Personnel Training (Group 2) 3.1.3 Radiation Monitoring Team Training 3.1.5 Repair Party Team Training 3.1.7 Training for Operation's Personnel 3.1.8 Training for Division Support Personnel 3.5.2 Civil Defense 3.5.3 State BRil 3.5.4 State Police These lesson plans should be sufficiently detailed and/or referenced so that a person not attending the training may learn all pertinent information from reading the lesson plan and/or the indicated references.

In addition, if some of the above programs are to be combined, care should be.taken to ensure that the single lesson plan developed meets all the requirements for the various programs it is designed to cover.

I realize that developing and preparing lesson plans can be quite time consuming, but we must all realize the necessity of adequate training program documentation.

Without it, the training becomes meaningless.in the eyes of the USilRC.

All of the necessary documentation for this year's Radiation Emergency Drills has been completed with the following exceptions:

Specific items discussed in detail were: ~. 1. North and South Gate accountability; 2. Additional assembly areas; 3. Separation of contractor and company personnel at the assembly areas. Accountability training for contractor and company personnel, i As a result of the meeting and completion of the above tasks, many recommendations were made to help enhance the accountability method and thereby improve the time s to account for all personnel duri'ng an emergency. The recommendations are subject to acceptance by many parties but especially Security and Health Physics. The " Brass Cate" is the gate that Union contractor personnel enter to pick up and return their I.D. brass tag each working day. Issuance and return of the brass tag is the accountability / timekeeping method for contractor personnel. the assembly areas the contractor personnel should assemble separately from 3. Atthe company personnel and turn in a separate muster sheet. This will save time when the names are bumped against the gate accountability sheets. Each department should muster their people at the assembly area.and submit a. muster sheet. 4. A member of the security force should then collect the accountability sheets f rom each of the five(5) above mentioned assembly areas as well as the ECS and Control Room. The North, South and Brass gate lists should then be > collected. Tha gate lists should be matched with the assembly area lists to determine if those people who have entered the island are assembled at one of the areas. ~ 5. This ~ ~ 1. includes scheduling, instractor assign =ents, and documentation. Assisting the Supervisor Radiation Protection & Chemistry and the TMI 2. Safety Departnent with the scheduling of classrooms, and the documenta-tion for the programs for which they are responsible under 1670.9 The conduct of drills, preparation of scenarios, training of outside agencies, etc., is not currently assigned to the Training Department. These responsibil-ities are fully defined in 1670.9 Furthercore, the TMI Training Department does not have the resources nor the expertise to support these additional ef-forts. It is suggested that these efforts be transferred from the Safety Department to the new Fire Protection Organization.being formed at TMI. These drills are vital since they provide a means of demonstrating our ability to implement the Radiation Emergency Plan. The first of the practice drills was performed on Monday, October 23, 1978. Our ability,to perform the duties of the emergency organization was adequately demonstrated, however, the following areas need improvement: 1. Accountability - The following assembly areas for non-emergency organi-zation personnel. The most senior person reporting to an area should prepare a muster list of personnel. a. North Warehous_e_ - personnel outside the security fenced area. b. North Auditorium - personnel in Unit I within the security fenced area. c. Unit II Turbine building (SW) - personnel in Unit II withirt the security fenced area. During practice drills non-emergency organization personnel may return to work after being accounted for when notified that the situation is under control. All emergency organization personnel must report to the ECC or ECS depending on your position duties. t 2. Communications - The page system GAI-Tronics will be checked to ensure that all personnel within the Site Boundary will hear announcements. Communications between the ECC and ECS are vital and must be set up in accordance with the Emergency Plan Procedures. 3. Drill Critique - All personnel involved in the emergency organization must attend the drill critique. These critiques will be held approxi-mately thirty (30) minutes after the drill has terminated and should be about one-half (1/2) hour in length. To assist the Site Protection Force in accomplishing individual accountability during the subject drills, the following information is provided for guidance and adherence by all personnel: a. Upon notification of the drill, all personnel must immediately report to their muster areas. b. Personnel within the Protected Area in possession of a TMI-issued Blue, Green or White badge will place their badges within boxes to be located at the muster areas. Other personnel, i.e. " Visitors", will be mustered by assigned number and will not relinquish their badg' Additionally, they must remain escorted by assigned personnel. (P' + se ensure that ~ individuals knew not to place their Met-Ed I.D. bad m Red badges or 9 brass into the boxes being used for badge collection.) Guards will collect these badges and return same to the Processing Center for accountability. c.
