0630 J. G. Herbein, Vice Pr.esident Generation Met-Ed, received call from G. P. Miller /J. G. Herbein is in Philadelphia).
0715 J. G. Herbein telephoned B. F. Fabian, Manager-Conmunications Services Met-Ed, to advise _ that there had been an event at TMI-2 about 0400.
He advised that the Unit was off line because a feedwater pump failed in the secondary loop causing the turbine to trip which, in turn, caused a trip in the reactor.
0840 J. G. Herbein called by R. C. Arnold, Vice-President Generation GPUSC, and notified that W, M. Creitz will call.
0930 J. G. Herbein is requested by W. M. Creitz to leave Philadelphia and report to TMI.

..; j 1000 H. L. R5bidoux, V' ice President Operations Met-Ed, calls J. G. Herbein and informs J. G. Herbein a helicopter has been secured for transporting him from Philadelphia to TMI 1100 J. G. Herbein leaves Philadelphia for TMI.
1140 J. G. Herbein arrives at TMI Observation Center and receives telephone briefing f tom G. P. Miller and other members of the plant staff who are c si te.

1315 J. G. Herbein met with members of the press at the TMI Observation Center.
Herbein informs the press that he is not totally knowledgeable of the situation but stated that (1) there was a problem with the secondary side of the plant - we lost two main feed pumps and the

reactor tripped on high pressure, (2) no one was injured and we
~
don't intend to expose anyone in the plant cleanup effort, (3) radiation levels at the site boundary are being monitored and the levels are a tenth of the general emergency level, (4) we didn't see any indications of a high level of radiation in the reactor building until approximately ten minutes of 7 at which time we declared a site emergency.

1430 J. G. lierbein briefs Lt. Governor Scranton telling of the plant status as of 1300.
He explained the plans for natural flow cooling and belief of an orderly cool down during the day.
He apologized for venting steam that was possibly radioactive.
He reviewed the emergency notification procedures, referring to the 0650 and 0730 communications.
1630 J. G. Herbein returns to the TMI Observation Center to obtain an update of the plant status.
Mr. Herbein remains at the TMI Observation Center until approximately 0200 4/29/79 to organize an Operation's Watch which will monitor and record all communications and record all significant plant conditions.
During these hours, he meets with several people including Mr. Vollmer of the NRC.

Lodge (Convention Center) with W. M. Creitz and J. G. Herbein as the spokesman.
e 1400 Lt_. Governor Scranton visits and tours Three Mile Island Plant. At sam' time, a representative of the Lt, Governor (Joe Berwesch) attended a briefing being conducted at the Observation Center for Congressman Gary Hart, Schweider and Ertel and others. The briefing was conducted by J. G. Herbein with W. M. Creitz and H. M. Dieckamp present.
The representative from the Lt. Governor's office taped the briefing.
