1716 Revision 2 02/14/77 THREE MILE ISLAND NUCLE /M STATION STATION HEALTH PHYSICS PROCEDURE 1716 Changing Filter Paper on RM-A2 1.0 PURPOSE The purpose of this procedure is to describe in detail the proper steps taken to change filter paper on RM-A2.
2.0 DISCUSSION RM-A2 is required by technical specifications to continuously monitor the Reactor Building for airborne radioac'ivity. This monitor is required to be operational at all _ times.
If RM-A2 should be out of service, the Reactor Building atmosphere must be sampled and analyzed for particulate once every eight (8) hours.
If not sampled once every eight (8) hours, it would constitute a Tech Spec Violation. Therefore, when PJi-A2 f:lter paper is changed the monitor must be operational upon completion.

4.0 EQUIPMENT 4.1 Filter Paper, HV-70 Gauze Back 5.0 OPERATING INSTRUCTIONS 5.1 When a paper tear alarm appears on RM-A2, or the filter paper runs out a filter paper change / tear notification checkoff list shall be initiated by the Control Room Operator and sent to the H.P. Uepartment.

! otify the Control Room Operator that the filter paper on RM-A2 is to be changed, or checked and the Pfi-A2 strip chart should be marked.

5.1.3 Notify the Control Room Operator to close the isolation valves

to RM-A2; CM-V1, CM-V2, CM-V3 and CM-V4.
(See Figure 2)
NOTE:
If the isolation valves are not closed, prior to removing the cover plate on the particulate sampler, it would result in a gas release into the intermediate building.
This would result due to a positive pressure in the Reactor Building.
5.1.4 Unlatch the ten (10) latches and the wins its on the cover plate, and remove the cover plate.
5.1.5 Remove the used filter paper from the take-up spool (See Figure 1).
Handle the used filter paper as contaminated material.
5.1.6 Lift off the lead block on top of the capstan.
(See Figure 1) 5.1.7 Load the feed spool with a new roll of filter paper.
Keep the gauze side of the filter paper against the capstan.
5.1.8 Thread the filter paper, as shown on Figure 1, and tape the filter paper to the take-up spool.
5.1.9 Replace the lead block on the capstan.
5.1.10 Replace the cover plate, and latch the ten (10) latches and the wing nuts.
CLeck to assure no leakage could occur around the cover plate.
5.1.11 Notify the Control Room Operator to open the isolati]n valves.
5.1.12 Insure all valves are lined uo for proper operation:

5.1.14 Note the reading on the gas channel rate meter.
5.1.15 Place valves V1 and V2 in position 2.
Note the reading on the gas channel rate meter. The meter reading should be the same as noted in step 5.1. 3.
5.1.15.1 If the reading of the gas channel rate meter noted in step 5.1.14 varies from step 5.1.13, a leak exists in the particulate monitor cover plate.
5.1.15.2 Check the latches on the cover plate.
If all latches re closed or if subsequent latching does not raise the gas channel reading to equal tnat of step 5.1.13, notify the I&C Department that the cover plate is not sealing properly.
5.1.16 Return all valves to the proper position for normal operation:
V1 - Position 1 V3 - Position 1 V2 - Position 1 V4 - Position 1 CMVS - Position 2 CMV6 - Position 2 5.1.17 Notify the Ccntrol Room Operator that RM-A2 has been returned to service with all valves in pos'. ion 1.
A proper seal on the particulate monitor cover plate has been obtained (unless a discrepancy as indicated in step 5.1.14.1 exists), and that the RM-Ai Strip Chart should be marked.
5.1.18 Notify Control Roon Operator to compare readings on RM-A2 Strip Chart to readings nrior to filter change.
If discrepancy exists, notify Radiation Protection Supervisor / Foreman.
5.1.19 Dispose of used filter paper as contaminated waste.
