07/22/77 1.0 GENERAL 1.1 Purpose The purpose of this procedure is to describe the Operations Surveillance Program and to define how it is implemented.

1.2 Scope The operations surveillance program comprises plant surveillance routinely conducted by the Operations Department.

It includes but is act limited to the following general areas:

All aspects of operator tours, Assuring proper component lubrication, (generally does not cover oil changes typically associated with P.M.'s),

Assuring proper ccmponent and system operability and performance, Scheduli.ig of operating standby equipment and testing of backups, f

Rotating non-operating equipment, Inventorying chemical, fuels, and other supplies, Data aquisition for long term evaluation of performance or to meet staticn reporting requirements.

The Operations Surveillance Program does not normally cover Tech.

Spec. Surveillance items.

1.3 References AP 1010 - Technical Specification Surveillance Program 2.0 RESPCNSIBILITIES 2.1 The Supervisor of Operations shall ensure:

Implementation of the Operations Surveillance Program.

2.

Operations st rveillance items are identified and scheduled.

3.

Periodically review of the results of the operation surveillance to assure sa?.isfactory overall performance of the program.

1016 Ain 2 3 1973 Revisien 12 07/22/77 2.2 The Shift Foreman shall insure that all operations surveillance Items scheduled for his shift are accomplished, rescheduled or appropriately resolved.

3.0 REOUIREMENTS 3.1 Scheduling and Surveillance Frequency 3.1.1 The Operations Surveillance items are scheduled to be perfomed at appropriate frequencies as deemed necessary by operations supervisory persennel. Supervisor of Operations approval is required for a?1 Operations Surveillance farms except for Naclear Safety related items which requires Superintendent approval and PORC review.

3.1.2 Scheduling of typical frequency surveillance is acccmplished as follows:

Daily Surveillance (includes surveillance of greater frequency). The Shift and daily operator log sheets utilized during the ce-;e of operaticns cnd operator tours cc= prise the documentation of daily surveillance.

The data, checkoffs, tests, instructions and other sur-veillance items are split up by responsibility as follcws:

CR0 Log Sheets Primary Aux. Operator Log Sheets Secondary Aux. Operator Log Sheets Out Building Log Sheets Other special Log Sheets as deemed necessary Add:tional Data Sheets or Logs may be implemented as required.

Weekly and Less Frequent 5 veillance - Weekly and less frequent surveillance is scheduled in accordance with the Data 100 P.M. computer program or manually as a backup using the OPS Surveillance Form Index.

e 3.2 Content of Operations Surveillance Items 3.2.1 The content of the Operations Surveillance shall be at the discretion of the Operaticns Supervision perscnnel.

In general, the scope of the si rveillance is intenced to cover all items necessary to satisfy data collection requirements for perfomance evaluation and station reporting needs and to provide reasonable assurance that all plant components and systems are being inspected tested and operated as efficiently and safely as i

possible.

3.3 Occumentation 3.3.1 Surveillance completion will be indicated by filling in the specified data, completing referenced procedures and data sheets and dating and signing in the appropriata area on the log sheets or surveillance sheets.

3.3.2 Two sets of surveillance forms will be maintained.

One will be the Operations Supervision office and will serve as the master ccpy of the document.

In the case of log sheets, the original copies will also be maintained in the Operations Scpervision Office.

The other copy will be maintained in the Control Rcom and will serve as the working copy which will be filled in and signed to indicate task completion.

3.3.3 Copies of completed log sheets, surveillance forms and other data sheets will be filed in the Operations Supervision office files.

3.4 Correction of Deficiencies 3.4.1 beficiencies or problems found as a result of Operations Surveillance testing during routine operator tours, as a result of data or performance evaluations, etc., should be brought to the attention of the Shift Supervisor, Shift Foreman, or other approp ' ate supervisory personnel depending on the item. Steps shuld be taken, such as submittal of work requests, problem reports, etc., to have the problem corrected with appropriate notations made in the remarks sections of log sheets or available spaces of surveillance sheets as to the disposition of the problem (i.e., W.R. submitted, adjustment made satisfactorily, problein report submitted, or.l.D. Doe notified to remedy, etc.).
