Revision 2 09/30/77 THREE MILE ISLAND NUCLEAR STATION STATION I:EALTH PHYSICS PROCEDURE 1684 HEALTH PHYSICS RFQUIREMENTS FOR MAINTENANCE AND RADIOGRAPHY O'! r?IMARY AND SECONCARY SYSTEMS 1.0 PURPOSE The purpose of this procedure is to outline measures utilized to prevent unnecessary exposure to personnel and spreading of contamin-ation to clean areas during routine maintenance and to provide guidelines for radiation control during radiography of primary and secondary systems.

2.0 DISCUSSION When performing maintenance on hign radiation, contaminated or potentially contaminated systems, it is necessary that specific guidelines be followed to prevent unnecessary exp'osure to personnel and to prevent spreading of contamination.

Radiation Protection technicians shall be made aware when work is performed which involves high radiation levels or contaminated systems.

Revision 2 09/30/77 5.0 OPERATING PROCEDURES 5.1 Maintenance of contaminated or potentially contaminated systems.

5.1.1 The Radiation Protection Department Personnel shall be notified, in advance, when work will be performed on sy<, v.as that are contaminated or pose potential contamination problems so that they may provide radiation / contamination monitoring if required.

5.1.2 Radiological surveys may be performed before, during and after maintenance on primary systems and secondary systems, when leakage from primary systems and/or secondary systems are suspected or confirmed to be contaminated.

5.1.3 Barriers shall be placed to confine contamination in as small an are.a as is beneficial to good work practices.

5.1.4 Plastic sheeting may be placed over equipmeat, on the floor and walls -of the affected area to control the spread of contam-ination to clean materials.

5.1.5 Biotting paper may be used to control small amounts of liquid.

5.1.6 Smeers and water samples shall be checked for contamination prior to opening of the system, if possible, or taken, as soon as possible, after the system has been opened.

5.1. 7 If a valve or pipe is to be opened, a sheet of plastic or plastic bag may be secured in position under the opening to act as a catch basin for any resulting liquid.

The catch basin may have a plastic tubing run off to direct any water to 1

a convenient floor drain designed for handling radioactive liquids.

If this is not possible absorbent pape'r may be placed in the bottom of the catch basin to absorb any resulting moisture.

1684 Revision 2 09/30/77 5.2 Maintenance in Radiation or High Radiation Areas 5.2.1 All personnel shall not enter a radiation or high radiation area without first having a completed, valid, Radiation Work Permit and will abide by all the requirements set forth by the permit.

5.2.2 It may be necessary to evacuate personnel from areas adjacent to the affected area (high radiation area) and restrict entrance to those areas to authorized personnel only.

5.3 Additional Exposure Authorization 5.3.1 When an individual accumulates a whole body exposure level of 300 mrem prior to the end of a week (Monday 1.hrough Sunday) he or she, may request additional exposure for that week by conferring with the Radiation Protection Supervisor / Foreman.

Permission may be granted verbally by the Radiation Protection Supervisor / Foreman provided that the individual's exposure is below 1000 mrem / quarter and that the additional exposure will not place the individual above 1000 mrem for the present calendar quarter.

3.2 When an individual accumulates a whole body exposure level by dosimeter and TLD of 1000 mrem / quarter, the individua, will be excluded from the controlled area until Part "A" of the Author-ization for Additional Exposure form (1684-1) is completed and approved by the Radiation Protection Supervisor.

5.3.3 When an individual accumulates a whole body exposure level by

dosimeter and/or TLD of 2000 mrem / quarter, the individual will be excluded from the controlled area until Part "B" of the Authorization for Additional Exposure form (1684-1) is completed and approved by the Radiation Protection Supervisor and the Unit Superintendent is notified.

Revision 2 09/30/77 5.3.4 When an individual accumulates a whole body exposure level, by TLD, of 2500 meem/ quarter the individual will be excluded from the controlled area until Part "C" of the Authorization for Additional Exposure form (1684-1) is completed and approved by the Radiation Protection Supervisor, and the Unit Superintendent is notified. The individual autho.ized to exceed 2500 mrem / quarter shall understand that all entries into the controlled area will be made while accompanied by an H.P. qualified escort for the remainder of the quarter.

The exposure will be extremely limited so as not to exceed 3000 mrem / calendar quarter.

5.4 Removal of Reactor Core Components.

5.4.1 Radiation Protection Technician shall be present durir.g the opening of the primary systems and shall provide continuous monitoring during removal operations.

5.4.2 Reactor components shall be removed with approved tools and handling equipment.

5.4.3 All tools shall be rinsed and wiped with absorbent material and placed in polyethylene as they are removed from use.

5.5 Radiography Control 5.5.1 Upon arrival at TMI, radiographers will be instructed to contact the Radiation Protection Department. At this time the radiographer will define the areas where radiography will be conducted and discuss the schedule to be followed.

5.5.2 The Radiation Department Representative will instruct the radiographer (s) that the following precautions will be taken.

5.5.3 Rope off the affected area at all entrance points.

5.5.5 Reroute all traffic around the radiography area.

5.5.6 Post Radiation Personnel at strategic locations to prevent entrance of unauthorized personnel.

5.5.7 Prior to initiating any radiographic operation, author'.zation must be granted by the Shift Superviscr/ Foreman.

5.5.8 After verifying that required precau'. ions have been taken, the Shift Supervisor / Foreman, via the Control Room Doeratur, will announce cver the page that the designated area will be restricted to only those personnel required for completion of the radiographic operation.

5.5.9 Tne radiographer shall notify the Shift Supervisor / Foreman when the operation is completed.

The Shift Supervisor / Foreman via the Control Room Operator will announce over the page system that radiography has been completed and restrictions for the designated area lifted.

5.5.10 The ultimate responsibility for safe radiographic operations lies with the radiographer.

The radiographic source must never be left unattended, except when locked in the shielded position.
