1661 Revision 0 09/09/76 ThREE MILE ISLAND NUCLEAR STATION STATION HEALTH PHYSICS PROCEDURE 1661 Collection of Environmental Surface Water Samples 1.0 PURPOSE The purpose of this procedure is to describe the method of colle- 'ng routine surface water samples in the environs of TMINS. 2.0 DISCUSSION In accordance with the Environmental Technical Specifications, Surface Water samples are collected weekly from the Susquehanna River at various locations upstream and downstream of TMINS. Stations and Collection Frecuency TM-SW-7Gl Weekly Columbia Water Treatment Plant Walnut Street TM-SW-9A2 Weekly West Shore TMI, 500 yards downstream of discharge TM-SW-981 Weekly West Shore TMI, at York Haven Dam TM-SW-lC3 Weekly Swatara Creek at Market S'.reet Boat Ramp, Royalton TM-SW-15F1 Monthly Steelton Water Works, Conestoga Street CAUTION: At no time during the samnle collect qg procedures shall the sample collector or anyone accompanying him wear a tritium dial wrist watch.

1661 Revision 2 06/09/78 4.0 EQUIPMENT 4.1 Five (5) new one gallon plastic jugs for each sample collection run. 4.2 Two (2) new two gallon plastic jugs at the end of each month for SW-15Fl. 4.3 One (1) Sample Receipt Sheet (Form 1661-1). 4.4 One (1) Sample Collection Sheet (Form 1660-1). 4.5 Sufficient cartons to ship the collected samples to Contractor Laboratory. 4.6 Indelible marker or equivalent, pens, pencils, tape for sealing cartons. 4.7 Preaddressed labels for shipping cartons. N 0 '. E : A one month supply of sample collection jugt is maintained at the Observation Center Storeroom. These are replenished when required from the Crawford Station Storeroom. 5.0 OPERATING INSTRUCTIONS 5.1 Assemble the required materials listed in Section 4 of this procedure. 5.2 Proceed to the sampling locations indicated on the Sample Collection Sheet (Form 1660-1). 5.3 Label the sample bottle at each location with the following information prior to obtaining each sample. 5.3.1 Sample code. 5.3.2 Date of collection. 5.3.3 Time of collection. 5.3.4 Initials of collector. 5.4 Rinse the sample collection jug twice with the water being sampled. . = = )b E 2.0

1661 l-Revision 3 10/19/78 5.5 Discard the rinse water downstraam or to the floor drain as appropriate. 5.6 Fill the sample collection jug and cap tightly. 5.7 Complete the appropriate section on the Sample Collection Sheet (Form 1660-1) and the Sample Receipt Sheet (Form 1661-1) including: 5.7.1 Date of sample, 5.7.2 Time of sample. 5.7.3 Any unusual conditions (muddy water, low flow, flood, etc.). 5.7.4 At 9B1 Station (York Haven Dam), check the appropriate statement on the Sample Receipt Sheet (Form 1661-1) to designate whether the sample was taken at the launch ramp or out on the dam. 5.8 Sample Collection - Specific Instructions 5.8.1 9A2, (West Shore TMI), 9B1 (York Haven Dam), IC3 (Swatara Creek) - Weekly. 5.8.1.1 Remove the lid from the jug and enter the time of sample collection on the label. 5.8.1.2 Lower the one gallon sampling jug 6" below the water's surface. Allow the jug to partially fill (about 1/4 full) and rinse twice in this fashion. 5.8.1.3 Fill and cap the jug. 5.8.1.4 Complete the Sample Collection Sheet, and Sample Receipt Sheet. 5.8.2 7G1 (Columbia) - Weekly. NOTE: If collection tark is empty, take a grab sample at ,f the river and note it on the TMI Environmental Sample Collection Sheet (Form 16601) and the TMI-Radiological Environmental Monitoring Program Sample Receipt Sheet (Form 1661-1). 3.0 ^

1661 Revision 2 06/09/78 i 5.8.2.1 Enter date, time, and water level or Tank Level Log. 5.8.2.2 Turn on the automatic stirrer and allow it to run. After one minute, partially fill ( full) the prelabelled one gallon sampling jug (from the drain valve) and rinse twice. Dispose of the rinse water in the floor drain. 5.8.2.3 Fill and cap the jug. 5.8.2.4 Label the jug with the time of sample collection. 5.8.2.5 Enter on the Sample Collection Sheet and Sample Receipt Sheet the following: 5.8.2. 5.1 Date of sample. 5.8.2.5.2 Time of sample. 5.8.2.5.3 Any unusual conditions (muddy water, less than usual depth, algal growth, etc. ).

5. 8. 2. 6 Turn off the stirrer and drain the holding tank.

5.8.2.7 Close the drain valve of the holding tank. 5.8.3 15F1 (Steelton Water Works) - Monthly NOTE: On a daily basis at about 7:30 A.M. Steelton Water Works personnel take a 750 ml sample of raw water and composite this sample in a 6! gallon plastic container. At the end of the monthly sampling period collect the sample as follows-5.i.3.1 Mix the composited sa.cpie thorcughly, by shaking. 5.8.2.2 Take each of the three prelabelled sampling jugs, (two [2] two [ gallon jugs and one [1] one gallon jug) pour in one quart of samole and rinse twice. 1661 Revision 2 06/09/78 i. = 5.8.3.3 Fill and cap each jug. 5.8.3.4 Label the jugs as follows: 5.8.3.4.1 Fi rst jug: TM-SW-15F1 (PA DER) 1 gallon. 5.8.1.4.2 Second jug: TM-SW-15F1 (RRL) 2 gallons. 5.8.3.4.3 Thi rd jug: TM-SW-15F1 2 gallons. 5.8.3.5 Leave the PA DER and the RRL sample jugs next to the water company plastic container. 5.8.3.6 Camplete the Sample Collection Sheet, and the Sample Receipt Sheet with the following information: 5.8.3.6.1 Period over which sample was composited and time of collection. 5.8.3.6.2 Date of sample if different from stop date. 5.8.3.6.3 Any unusual conditions (e.g., small volume, muddy water, or algal growth, etc. ). 5.8.3.7 Empty the 6! gallon compositing jug completely into the lab sink. 5.8.3.8 Enter the date and time of sample on the work sheet located on the side of the glassware cabinet in the Water Work Laboratory. 5.9 Packaging and Shipment 5.9.1 Package and ship the samples to the appropriate off site vendor by United Parcel Service. Ship the completed and signed Sample Receipt Sheet in the envelope with the samples and mark the envelope accordingly.
