31s letter is in response to your letter of March 16, 1979 to Mr. Robert G. Ryan, Director, Office of State Programs, U5NRC, I
in which you expiessed concern because of the dif ficulty I
experienced by your office in trying to obtain inforrtation ficn NRC's Region I Office regarding shut devn of the James A. Fitzpatrick Nuc1 car Station in New York.
I regret the delay in answering your letter, but as you are aware, recent eventa at the Bree Mile Island Nuclear Station have placed censiderabic demands on the NRC Regico I l
Office.
Mr. Thecas Elsasser, the Region I State Liaison Officer, contacted your office by telephone on either March 14 or 15 when he beca_w l
aware of the difficulties your office encountered on March 13.
As Mr. Elsasacr explained to Mr. Czech during their telephone conversation, 1

Region I office has had a contract telephone answering se:vice which t skes calls on tidis number af ter normal working hours and is in contact
.via radio page with the Regien I Duty Officer.
On March 13, Mr. Karl Abraham, the Region I Public Aff airs Officer, remained in the Regien I office af ter nordal working hours to handle the large volume of calls which NRC was receiving due to the shutdevn of the five nuclear plants.
Due to confusion !regarding Mr. Abraham's instructions to the answering service when he lef t the office, Mr. Czech's call was referred to Mr.
Abraham instead of the Duty Of ficer.
I must apologize for this error which led to all lof the subsequent difficulties encountered by Mr. Czech.
t Steps have been taken to assure that we avoid recurrence of the error.

As you noted in your letter, c:y staf cro acted the New York State l Depart:nent of Enorgy on March 13.
Ihis se>ae arrangenent was errployed in notifying Fen sylvsnia during the recent dif ficulties expericaced at Three }ille Island. Expanding the Region I cbtification system to 1 clude redundant notificatien of other state l cgencies is not deemed warranted at this ti=e due to the numeroup other n M ifications which Region I is required to make in the event of an emergency.
I hope this clarifies the role of the Region I of fice with regard to s tate notification, and again I apologize for the difficulties experienced bylthe members of your office on March 13.
