APR 2 3 h79 THREE MILE ISLAND NUCLEAR STATION UNIT #2 SURVEILLANCE PROCEDURE 2303-R18 EMERGENCY FEEDWATER VALVE ACTUATION 1.0 PURPOSE 1.1 To insure compliance with TMI Unit 2 Technical Specifications, Section 4.7.1.2.b (1 and 2) which states:

Each auxiliary feedwater systen shall be demcnstrated CPER.'s5LE during shutdown by 1) verifying that each automatic valve in the flow path actuates to its correct position en an auxiliary feedwater actuation test signal and 2) verifying that each pump starts automatically upcn receipt of an auxil:ary feed'.,ater actuation test signal.

2.0 APPLICABLE SURVEILLANCE FREQUENCY AND "CDES 2.1 Surveillance Frequency - 18 months (R).

2.2 "cdes - 1, 2 and 3*

  • OTSG pressure >ECO psig.

3.0 LIMITS AND PRECAUTICNS 3.1 Check that all bearing oil reservoirs are at normal uperating

'evel.

3.2 iecure test and verify valve line-up if condensa:e s:crage tank high level alarm point is exceeded.

3.3 No other tests, calibrations or maintenanca are to be performed cr in prccess on the Condensate and Feedwater Syste.s.

3.4 Immediately shut dcwn any unit which e.<periences anusual noise, vibration, or rubbing.

4.0 LCCATION OF SYSTE.'i/AS3EMELIE5 1.1 Emergency feedwater pumps and asscciated val /es are iccated n the Centrol Building Area, 236' elevation.

4.2 Controls for the emergency feedwater puros are located in tre Apg If 3 37, Ccntrol Room on Panel 4.

Local controls are also available.

5.0 ECUIPMENT REOUIRED 5.1 1 - Jumper with a SPST switch, s 2 ft, #10 AWG with spade lug 4

terminal.

5.2 Screwdriver.

NOTE:

Jumper to be installed by Electrical Maintenance.

6.0 PRCCEDURE NOTE:

Perform this procedure only when in thdes 5 and 6.

This procedure may be coordinated with 23C3-Mia EF System Valve Line Up and Turbine Driven EF Ccerability Test.

6.1 VERIFY that the Emergency Feedater System is sh; dr.;n per 21C4-6.3 and the control switches for EF-P-1, EF-P-24/5 are in Pull-to-icck.

6.2 INSURE Auxiliary Steam is ava.lable frco Unit 1 per 2100-1 6.3 RECCRJ the Pre Test valve ::siticns and LINE-UP the Condensate System per ATTACHMENT 1/lA in crder to provide the Emergency Feediater Pump a recirc path to the Condensate Storage Tanks or the Condenser Hotwell depending on Condensate System Status at time of test.

6.4 DRAIN EF-U-l Exhaust line via MS-V104 and MS-Vl92.

6.5 DRAIN Auxiliary Steam inlet line by CPENING steam trao AS-U2 dripleg valves (AS-V5C and AS-V40).

CLOSE the dripleg valves 3fter the steam line is drained.

6.5 CRAIN the EF-U-l Steam Supply line by C?ENIuG steam trap MS-065 dripleg valves (.MS-V209 and its-V314).

CLOSE the dripleg valves af:er the stean line is drained.

6.7 Manually CPEN AS-V218.

/ A 6.8 WARM the steam line by REOPENING MS-V209 and MS-V314 and blowdown APR 2 3 379 the line for five minutes then CLOSE the valves.

6.9 Locally OPEN AS-V10 and CBSERVE that the RED light is lit and the GREEN light is out on the local control station or en Panel 17 in the Control Room.

NOTE 1:

Steps 6.10, 6.11 and 6.12 are to be completed by Electrical Ma i nter.ance.

NOTE 2:

The Emergency Feedwater Actuation Signal is bypassed in Modes 5 and 6 due to the control switches for the pumps being in PULL-TC-LOCK. The jumcer installed per step 6.11 will simulate at least cne Reacter Ccolant Pump and one "ain Feedwater Pump o,cerating.

Opening the switch will de-energize the RCP/T3 and TCP/T relays simulating the loss of all 4 RC Pumps and bcth Main FN pumps.

6.13 TURN CFF CKT pl, on 125 VCC Panel #1 in Cabir.et 163.

6.11 INSTALL the jumper with the switch closed netween terminals 1 and a on terminal block G in Cabinet 163.

6.12 TURN ON the circuit that '.sas de-energized in step 6.10.

6.13 PLACE the control switch for EF-P-i, EF-P-2A and 3 in nCTO.

Switenes are located on Panel 4).

NOTE:

The next step will start EF-P-i and EF-P-2A and 3, and Open.he,tollowing va,ives, c.a

6.17 STCP EF-P-1, EF-P-2A and B by PLACING their corresponding control switch in PULL-TO-LOCK.

6.13 CLOSE AS-710 and CBSERVE that the RED light is lit and the GREEN light is cut on the local control station or on Panel 17 in the Control Room.

6.19 Manually CLOSE AS-V21.

6.20 RETURN the valves listed in Attachment 1/lA to their pre-test position.

6.21 Vent and drain the EF-U-l steam su: ply header.

6.22 TURN CF Ckt. #1 cn 125 VOC Panei =l in Cabine: 153.

6.23 RE"CVE :ne jumper installed per step 6.11.

6.24 TURN ON Ckt di on 125 VOC Panel #1 in Cabine: 153.

7.0 ACCEPTANCE CRITERIA 7.1 The valves as listed on the Data Sheet actuate to the positions noted on the simulated test signal.

7.2 EF-P-1, EF-P-2A and B start cn the simulated tes: signal.

NOTE:

If the acceptance criteria are not met, then proceed with action statement 3.7.1.2 of the Technical Specifications.
