Federal Register Notice AD'/ISORY COI*3ITTEE CU RF.GR SAFD3UARDS lidCLEAR REGULATORY COMMISSIOt1 Notice of Meeting In accordance with the purposes of Sections 29 and 1826. of the Atomic Energy Act (42 U.S.C. 2039, 2232 b.), the Advisory Committee on Reactor Safeguards will hold a meeting on April 16-17, 1979, in Rocm 1046, 1717 H Street, !M, Washington, DC.

Le purpose of this meeting will be to discuss a recent unexpected incident at the tree Mile Island Nuclear Station Unit 2 which re-sulted in the release of primary coolant to the containment and ap-parent damage tc, the reactor core.

B is meeting notice is with less than 15 days prior notice since this incident warrants review on an emergency basis to examine the current status of the plant and interim action taken to provide ade-quate protection of the public health and safety.

11:30 A.M. - 1:30 P.M.:

Executive Session (Open) - The Comnittee will hear and discuss the reports of me&cs of the ACRS and con-sultants who may be present regarding the current status of the Three Mile Island Nuclear Station Unit 2 and actions taken or proposed to cooldown and secure the nuclear reactor.

2:30 P.M. - 5:30 P.M.:

Meeting with Representatives of the Nuclear Industry (Open) - The Committee will hear reports and will discuss actions proposed with respect to nuclear stations which make use of Babcock and Wilcox Company nuclear steam supply systems in response to NRC/IE Bulletin 79-05A.

5:30 P.M. - 7:30 P.M.:

Meetng with NRC Staff (Open) - The Com-mittee will hear reports and hold discussions with members of the NRC Staff regarding the status of the Three Mile Island Nuclear Station Unit 2 and interim actions taken or planned to adequately protect the public health and safety.

Executive Session (Open) - The Committee will continue discussion of proposed recommendations to the Nu-clear Regulatory Coraission regarding proposed modifications to Babcock and Wilcox nuclear steam supply systems and the Three Mile Island Nuclear Station.

1:30 P.M. - 2:30 P.M.:

Executive Session (open) - The Committee will discuss items for discussion with the NRC Commisr ners re-garding proposed changes to Babcock and Wilcox nuclear steam supply syste~s and the status of the Three Mile Island Nuclear Station.

2:30 P.M. - 3:30 P.M.:

Meeting with NRC Commissioners (Open) -

he Committee will meet with the NRC Commissioners to discuss items noted above.

Executive Session (Open) - The Committee will discuss its future activities regarding eva)"ation of this accident.

Portions of the sessions noted above will be closed as necessary to discuss Proprietary Informa'* q related to th: Jesign of the Three Mile Island Nuclear Plant Unit 2 and water cooled nuclear power plants of similar design.

Procedures for the conduct of and participation in ACRS meetings were outlined in the Federal Register on October 4,1978, page 45926.

In accordance with these procedures, cral or written statements may be presented by members of the public, recordings will be permitted only during those portions of the meeting when a transcript is being kept, and questions may be asked only by members of the Committee, its con-sultants, and Staff. Persons desiring to make oral statements should notify the ACRS Executive Director as far in advance as practicable so that appropriate arrangements can be made to allow the necessary time during the meeting for such statecaents.

. I have determined in accordance with Subsection 10(d) P.L.92-463 that it is necessary to close portions of this meeting as noted above to protect Proprietary Information (5 U.S.C. 552 b(c) (4)).

Further information regarding topics to be discussed, whether the meeting has been cancelled or rescheduled, the Chairman's ruling on re-quests for the opportunity to present oral statements and the time allotted therefor can be obtained by a prepaid telephone call to the ACRS Execu-tive Director, Mr. Raymond F. Fraley (telephone 202/634-1371), between 8:15 A.M. and 5:00 P.M. EST.
