SUMMARY

OF MEETING HELD ON APRIL 24, 1979 TO DISCUSS REACTOR SAFEGUARDS REQUIREMENTS FOR NEW HAVEN 1 & 2 A meeting was held in Bethesda, Maryland on April 24, 1979 with repre-sentatives of the New York State Electric & Gas Corporation (NYSE&G), Stone & Webster Engineering Corporation (S&W), and Los Alamos Scientific Laboratory (LASL), to discuss current reactor safeguards design require-ments and to provide NYSE&G with comments on its Preliminary Physical Security Plan (PPSP). A list of attendees is included as an Enclosure.

Background

On December 29, 1978, the New Haven 1 & 2 construction permit application was docketed. The application included a Preliminary Physical Security Plan for the proposed facility. The staff has completed its initial review of the PPSP and requested a meeting with the applicant to pass on our initial conments on the plan and to discuss current requirements for the physical protection of nuclear reactors against acts of industrial sabotage. Discussion The staff pointed out to NYSE&G that at the construction permit stage of the review, a physical security plan is not required of applicants; however, by submitting a draft document such as the PPSP at this early stage, it allows the staff an opportunity to work with the applicant to insure that all of the latest safeguards requirements could be factored into the New Haven plant design. The staff informed NYSE&G that an applicant for a construction permit must commit to the following regulations in 10 CFR Part 73: 452 010 6=) 79060104y-{j

... MAY 0 21979 Section 73.55, " Requirements for Physical Protection of Licensed Activities in Nuclear Power Reactors Against Indusi. rial Sabotage." Appendix B, " General Criteria for Securit ' r ersonnel." Appendix C, " Licensee Safeguards Contingency Plans." A copy of the Security Plan Evaluation Report Workbook (NUREG-0416, Rev.1,1/78) and a copy of the latest set of Security Review Guidelines were given to the applicant. The staff appraised NYSE&G of studies presently being conducted which will have some affect on future security planning. The two areas discussed were the work being done by the Power Engineering Society, NPS-1 Working Group and an NRC research program being done with Sandia Laboratory. The NRC research program's objective is to provide a long range plan to integrate physical security with plant design. It was pointed out that the first preliminary report should be in draft form by the end of 1979. The applicant prerented a short discussion of its.orporate philosophy towards security. itiSE&G stated that even though a PPSP was not required at this time, it desired to have physical security factored into the planning as early as possible to insure the final design will incorporate the optimum design for both physical security and plant operations. S&W stated that at the construction permit stage, it will concentrate on plant layout and design to: (1) limit access of personnel and vehicles to protected areas, (2) reduce vulnerability of security personnel, and (3) establish barrier delays. The actual hardware to be utilized in the program will not be specified until late in the final design to insure that the latest state-of-the-art technology is employed in the facility. S&W stated that they had made use of Sandia's EASI computer program in developing the securicy program for NYSE&G. A detailed discussion of the New Haven PPSP followed, with the staff providing NYSE&G its comments on the plan. The staff suggested that NYSE&G amend the PPSP to incorporate staff coments. NYSE&G agreed to submit an amendment to the document by the first week in June 1979. At the end of the meeting, a schedule for the detailed review of the PPSP was agreed upon by the staff and the applicant. Conclusion The applicant conmitted to providing a statement, in Section 13,6 of the Preliminary Safety Analysis Report, that the physical security program for New Haven 1 & 2 will meet the requirements of 10 CFR 73.55 and Appendices B and C of 10 CFR Part 73. 452 011
