It appears that

It is also noted that regardless of the baron ccncentraticn in the l

coolant, if a loc. 'ized 2 percent volu. e of the core (4 fuel assemblies in square gecnetric contact) receives unborated water for the full-l length of the active core, criticality will be achieved.
