SUBJECT:
FIRE PROTECTION AND SECURITY DEFICIENCIES AT THREE-MILE ISLAND On tlednesday, May 9,1979, I received a call from a friend of mine, a fire protection engineer whcse judgement I respect.
For personal reasons he asked that ras name not be used.
He said he had been at the Three-Mile Island site and that he felt that NRC should make a comprehensive fire protection inspection to clear up several potential problems as he saw them.
These include such things as:
1.
Poor housekeeping associated with contaminated combustibles stored in plastic bags outside, with the area delineated only by rope barricade; 2.
Fire protection systems that were impaired or out of service; 3.
Poor storage and use practices concerned with handling of gasoline fuel in and arcund the NRC trailer.
He also expressed concern about activities being undertaken without adequate consideration of other possible pecblems.
He mentioned two specific recent installations each involving a different kind of problem.

The first concerned new charcoal filters that have been installed on the roof of the auxiliary building.
They are being equipred with water deluge fire protection systems.
No provision has been made for handling contaminated water that would result in the event the deluge system functions either spuriously or as intended.
