SUBJECT:

SECURITY ASSISTANCE AT THREE MILE ISLAND On April 2,1979, at approximately 9:30 a.m. the writer received a call from Mr. Jim Hanchett, NRC Public Affairs, located at the NRC Press Center in Middletown Burrow Hall, Middletown, Pa. Mr.

Hanchett stated that they were in need of one police / security officer to control access to the center which was the approximate size of a ' asketball aymnasium and had four access points.

attempted to elicit from Mr. Hanthett why a police / security officer would be required and why this service could not be provided by an NRC employee.

Mr. Hanchett explained that this officer would be in a better authority position (e.g., unifom and weapon) to deny access by interest seekers and concerned citizen:.

Mr. Hanchett stated that the Middletown Police Department had been providing ass-istance but was unable to continue.

Chief of Police, Middletown, George Miller was immediately contacted and stated that his force was relatively small and was tired and there-fore would not be able to continue past the day shift.

Chief Miller stated that he could not see any legal jurisdiction or other problems if we were to request the support of the U.S. Marshal's Office.

Due to the drain on State Police resources, the writer did not contact them to request such assistance.

Mr. Kent Pekarek, U.S. Marshal Service, was contacted and requested to provide assistance at Middle-town.

Mr. Pekarek sta;~ ed that he would have to discuss the matter with his superiors and get back to me as soon as possible.

At approximately 2:45 p.m., I was contacted by a representative of the U.S. Marshal Service who stated that his office had no real jurisdiction in this matter _ad could re:: pend only i' Chairman Hendrie would contact the U.S. Attorney General cersonnally to make such a request.

It was the judgment of the writer, at this point, not to pursue such a request through the Chairman's Office.

Due to pressures at H Street (three representatives from the Community for Creative Non-Violence occupying the lith floor) and requirements to establish 24 hour2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> service at E/W Towers, I asked Mr. Obertson (see Enclosure) to pursue with Mary Jo Mattia, Division of Contracts, the obtaining of a guard service contractor on a purchase order basis in light of the note to Raymond J. Brady from Jay W. Maynard, dated November 7,1979 on this matter I later learned that Ms. Mattia insisted that Mr. Robertson make such request to General Service Administration who had no jurisdiction in this natter and later confir ed such.

Since arres+s were made of the three individuals at H. Street at 6:40

p. m., under my supervision, I was unable to contact other persons in-volved in attempting to provide security support for Middletown, Pa.

and did not learn until April 3,1979, that Burns Detective Agency was contracted to provide the required service through Jim Devlin of Region I.

Cn April 3,1979, I contacted Mr. Devlin to thank him for providing assistance in this matter and to understand who was given control of this activity.

Mr. Devlin stated that he P i advised Burns to follows instructions pr vided by Mr. Karl Abrahams who was in charge of the NRC press center in Middletown.

Mr. Robertson assured with Ms. Mattia that Division of Contracts was finalizing contractual arrangements with Burns Detective Agency for the Middletown, Pa. service.

SUBJECT:

SECURITY ASSISTANCE AT THRFE MILE IFLAND On April 2,1979, I was given the task of ascertaining what Mr. Jim Hanchett needs, in the way of security assistance, were at Middletown.

Mr. Calvin Burch had briefly discussed with me the details of his telephone conversation with Mr. Hanchett.

Upon telephoning Mr. Hanchett, it was learned that the Middletown Police had provided assistance in controlling personnel at the Middle-town Community Building.

Mr. Hanchett and other employees of NRC Public Affairs were operating out of this building.

Mr. Hanchett had been told by the Police that no assistance could be provided after the last officer on duty left.

I then contacted Chief George Miller, Middletown Police, who confirmed this.

Consequently, I contacted the Pennsylvania State Police, GSA (Kevin Kampschroer). and Ms. Mary Jo Mattia (NRC Contracts) in an attempt to determine what could be done in obtaining assistance at Middletown.

At the end of the day, no assistance had been obtained and I telephone-ically passed this on to Mr. Hanchett.

On the following morning, Mr. Raymond J. Brady, Division of Security,

told me that Mr. James Devlin, Region I, had been instructed to obtain contractor services for assistance at Middletown.

It was later learn 9a through conversation with Mr. Devlin that he had obtained the services of Burns Protective Services and that Mr. Edward L. Halman, Division of Contracts, would be contacted to handle the contracting of these services.
