Dear Governor Atiyeh:

Because of the Three Mile Island accident, there is an increased interest in radiological emergency response planning for fixed nuclear facilities.

As you kncw, the offsite component of this planning is the responsibility of State and local governments.

To cate, eleven States nave received NRC concurrcr..e in their emergency plans in support of these facilities.

However, so far the NRC has not concurred in the State of Oregon's plan.

Our Office of State Programs has been in touch with Dr. Marshall Parrott of your Department of Human Resources to talk about the Oregon Plan. We understand that the State's Rules and Procedures for Nuclear Installation Radiation Accidents are being revised and expanded for review by the Federal Interagency Regional Advisory Comittee.

p We should note that the General Accounting Office has urged us to " allow f

nuclear powerplants to begin operations only where state and local emergency response plans contain all the Comission's essential planning elements." Since this reco= ended action would alter the traditional NRC role in this area, we would appreciate receiving any coments that you might have with regard to it.

I want to pledge to you today that NRC will provide whatever assistance we can to help you achieve that goal.

We understand that the State's Rules and Procedures for Nuclear Installation Radiation Accidents are being revised and expanded for review by the Federal Interagency Regional Advisory Committee.

We are very concerned about this matter as you are and I assure you that NRC will give your Department of Human Resources whatever assistance we pcssibly can to bring the Rules and Procedures for Nuclear Installation Radiation Accidents to a point of readiness and to achieve an NRC concur-rence at the earliest possible time.
