Dear Governor Snelling:

Because of the Three Mile Island accident, there is an increased interest in radiological emergency response planning for fixed nuclear facilities.

As you know, the offsite ccmoonent of this planning is the responsibility of State and local governments.

To date, eleven States have received NRC concurrence in their emergency plans in support of these facilities.

However, so far the NRC has not concurred in the State of V~ermont's plan.

E Our Office of State Prcgrams has been in tcuch with Mrs. Gertrude M. Hodge L

of your Civil Defense Division to talk abcut the Vermont plan. The NRC has not received a request for review of a recent version of the plan.

The staff made coccents on a 1972 version.

OF FICE OF THE CH AI RM AN Qf[4 The Honorable Richard A. Snelling i

Governor of Vermont Montpelier, Vermont 05602

Dear Governor Snelling:

Because of the Three Mile Island accident, there has been natural and, in my judgment, a properly increased interest in the whole field of radiological emergency response planning in support of fixed nuclear facilities.

As you know, the offsite component of this planning is the responsibility of State and local governments.

To k te, eleven Sta tes have achieved a concurrence in their emergency pla in support of these f acilities from i;RC.

But NRC, I regret to say, has so far not been able to concur in the Vermont plan.

I am sure that you want to have Vermont achieve an improved radiological emergency preparedness posture down to the involved county and municipal levels of government at the earliest possible date.

I want to pledge to you today tha t NRC will provide wnatever assistance we can to help you achieve that goal.

'elithin the past few days, our Office of State Programs has been in touch with Mrs. Gertrude M. Hodge of your Civil Defense Division to talk about the Vermont plan. The NRC has not received a request for review of a recent version of the plan.

The staff made comments on a 1972 version.

'de are very concerned about this matter as you are and I assure you that NRC will give your Civil Defense Divisicn whatever assistance we possibly can to brin'g the Emergency Plan for Radiation Incidents at Vermont Yankee to a point of readiness and to achieve an NRC concur-rence at the earliest possible time.

Please feel free to call on me personally (telephone 202/634-14E) or en Mr. Robert G. Ryan, Director of our Office of State Programs, (telephone 301/492-8170) with any thoughts or questions you may have on this matter.

Again, I pledge cur utmost cooperation in this important matter.

Sincerely, Joseph M. Hendrie Cha i rman 167 095
