Dear Governor Dreyfus:
Because of the Thrae Mile Island accident, there is an increased interest in radiological emergency res;onse planning for fixed nuclear facilities.

As you knew, tne offsite ccmponen: of this planning is the responsibility cf State and local governments.
To date, eleven States have received NRC corcurrence in their emergency plans in support of these facilities.
However, so far the NRC has not concurred in the State of Wisconsin's plan.

Our Office of State Programs has been in touch with Mr. Michael P. Early of your Office of Emergency Government to talk about the Wisconsin plan.
Our records show that 23 elements out of 70 essential planning elements
_hi-recommended in our primary emergency planning gu; dance document remain to be fully addressed in the Wisconsin plan.
This was the result of a

review completed in October of 1977.
No revisions have been received since that time, but I understand that a Federal assistance team visited Madison in late April to help the State people working on the plan..
We are very concerned about this matter and are sure that you share our concern.
The recent event at Three Mile Island has highlighted the need

c to move forward in an expeditious manner toward the attair. ment of NRC p-concurrence in the Wisconsin plan.
In this regard, I assure you tha, NRC will give your Office of Emergency Government whatever assistance we f
possibly can to bring the Peacetime Radiological Response Plan of the IL State Emergency Operations Plan to a point of reaciness and to achieve an NRC concurrence at the earliest possible time.
We should note that the General Accounting Office has urged us to " allow nuclear powerplants to begin operations only wnere state and local L-emergency respcnse plans centain all the Commission's essential planning el ements. " Since this rec:mmended action would alter the traditional NRC role in this area, we would appreciate receiving any comments that c7 you might have with regard to it.

Because of the Three Mile Island accident, there has been natural and, in my judgment, a properly increased interest in the whole field of radiological emergency response planning in support of fixed nuclear facilities. As you know, the offsite component of this planning is the responsibility of State and local governments.
To date, eleven States have achieved a concurrence in their emergency plans in support of these facilities frcm NRC.
But NRC, I regret to say, has so far not been able to concur in the Wisconsin plan.
I am sure that ycu want to have Wisconsin achieve an improved radiological emergercy preparedness posture down to the involved county and municipal levels of government at the earliest possible date.
I want to pledge to you today that NRC will provide whatever assistance we can to help you achieve that goal.
Within the past few days, our Office of State Programs has been in touch with Mr. Michael P. Early of your Office of Emergency Government to talk about the Wisconsin plan.
Our records show that 28 elements out of seventy essential planning elements recommended in our primary emergency planning guidance document have not been adequately addressed in the Wisconsin plan.
