Dear Governor Carroll:

Because of the Three Mile Island accident, there is an increased in+.erest in radiological emergency resccnse planning for fixed nuclear facilities.

s As you know, the offsite component of this planning is the responsibility of State and local governments. To date, eleven States received NRC r-concurrence in their emergency plans in support of these facilities.

However, so far the NRC has not concurred in the State of Kentucky's

plan.

Our Office of State Programs nas been in touch with Mn Charles M. Hardin of your Department of Human Resources to talk about the Kentucky plan. I g

am infonned that the plan has not been furnished to the NRC for review,

but that State officials are new working on it.

Even though Lentucky y

has no operating ccmmercial reactors within the State at this time, C

there is one in operaticn across your border in Ohio.

Kentucky's proximity to this plant in Ohio, we are of the opinion that your emergency planning efforts are prudent.

In this regard, I aslure ycu that NRC will give your department of Human Resources whatever assistance we possibly can to bring the Kentucky Radiological Response Plan to a point of readiness and to achieve an NRC concurrence at the earliest pcssible time.

We should note that the General Accounting Office has urged us to " allow g

nuclear powerplants to begin operations only where state and local emergency response plans contain all the Ccmission's essential planning el ements. Dear Governor Carroll:

Because of the Three Mile Island accident, there has been natural and, in my judgment, a properly increased interest in the whole field of radiological emergency response planning in support of fixed nuclear fa cili ties. As you know, the offsite component of this planning is the responsibility of State and local governments.

To date, eleven States have achieved a concurrence in their amergency plans in support of these facilities frca NRC. But f4RC, I regret to say, has so far not been able to concur in the Kentucky plan.

I am sure that you want to have Kentucky achieve an improved radiological emergency preparedness posture down to the involved county and municipal levels of government at the earliest possible date.

I want to pledge to you today that NRC will provide whatever assistance we can to help you achieve that goal.

Within the past few days, our Office of State Programs has been in touch wi th Mr. Charles M. Hardin of your Departner.t of Human Resources to talk acout the Kentucky plan.

I am informed that the plan has not been furnished to the NRC for review, but that State officials are now working on it.
