Dear Governor Garrahy:

Because of the Three Mile Island accident, there is an increased interest in radiological emergency response planning for fixed nuclear facilities.

i As you know, the offsite component of this planning is the responsibility of State and local governments.

To date, eleven States have received NRC concurrence in their emergency plans in support of these facilities.

However, so far the NRC has not concurred in the State of Rhode Island's plan.

Our Office of State Programs has been in touch with Mr. James E. Hickey of your Department of Health to talk about the Rhode Island plan.

The NRC has not received a current plan from your State for review. Although p"

Rhode Island does not have operating reactors within the State at this time, we encourage further effort on your plan in view of the presence of power reactors near your borders in Connecticut and Massachusetts.

We are very concerned about this matter and are sure that you share our

The recent event at Three Mi~1e Island has highlighted the need L

to move forward in an expeditious manr.ar toward the attainment of NRC T

concurrence in the Rhode Island plan.

In this regard, I assure you that 3.-

NRC will give your Department of Health whatever assistance we possibly p

can to bring the Rhode Island Nuclear Accident or Incident Control Plan f;

to a point of readiness and to achieve an NRC concurrence at the earliest possible time.

We should note that the General Accounting Office has urged us to "allcw nuclear powerplants to begin operations only wnere state and local emergency response plans contain all the Coanissicn's essential planning y

As you know, the offsite component of this planning is the responsibility of State and local governments.

To date, eleven States have achieved a concurrence in their emergency plans in support of these facilities from NRC.

But NRC, I regret te say, has so far not been able to concur in the Rhode Island plan.

I am sure that you want to have Rhode Island achieve an improved radiological emergency preparedness posture down to the involved county and municipal levels of government at the earliest possible date.

I want to pledge to you today that NRC will provide whatever assistance we can to help you achieve that goal.

Within the past few days, our Office of State Programs has been in touch with Mr. James E. Hickey of your Department of Health to talk about the Rhode Island plan.
