Dear Governor Hugnes:
Bbcause of the Three Mile Island accident, there is an increased interest in radiological emergency resconse planning for fixed nuclear facilities.
As you know, the offsite ccmponent of this planning is the responsibility of State and local governments. To date, eleven States have received NRC concurrence in their emergency plans in support of these facilities.
However, so far the NRC has not concurred in the State of Haryland's plan..
Our Office of State Programs has been in touch with Colonel George Brooks i.
.of your Civil Defense and Disaster Preparedness Agency to talk about the j.,
Maryland plan.
Your plan has not yet been sent to the NRC for review.

I am told he is actively pressing for completion of the

We are very concerned about this catter and are sure that you share our concern.
The recent event at Three Mile Island has highlighted the need to move forward in an expeditious :nanner toward the attainment of NRC concurrence in the Mary'and plan.
In this regard, I assure you that NRC
-E.1 will give your Civil. Defense and Disaster Preparedness Agency whatever
---c assistance we possibly can to bring the Maryland Radiological Assistance plan to a point of readiness and to achieve an NRC concurrence at the earliest possible time.
We should note that the General Accounting Office has urged us to " allow nuclear powerplants to begin ocerations only where state and local emergency response plans contain all the Comission's essential planning E
el ements. " Since tnis recomended action would alter the traditional NRC role in this area, we would appreciate receiving any coments that you might have with regarc to it.

Because of the Three Mile Island accident, there has been natural and, in my judgment, a properly increased interest in the whole field of radiological emergency response planning in support of fixed nuclear facilities. As you know, the offsite component of this planning is the responsibility of State and local governments. To date, eleven States have achieved a concurrence in their emergency plans in support of these facilities from NRC. But NRC, I regret to say, has so far not been able to concur in the ' Maryland plan.
I am sure that you want to have Maryland achieve an improved radiological emergency preparedness posture down to the involved county and municipal levels of government at the earliest possible date.
I want to pledge to you today that NRC will provide whatever assistance we can to help you achieve that goal.
