Dear Governor Quie:
Secause of the Three Mile Island accicent, there is an increased interest in radiological emergency response planning for fixed nuclear facilities.
As you know, tne cffsite component of this planning is the responsiDility of State and local governments.
To date, eleveri St.ettu liave received fiRC concurrence in their emergency plans in support of these facilities.
However, so far the fiRC has nct concurred in tne State of Minnesota's plan.

Because of the Three Mile Island accident, there has been natural and, in my judgment, a properly increased interest in the whole field of radiological emergency response planning in support of fixed nuclear facilities.
As you know, the offsite component of this planning is the responsibility of State and local governments.
To date, eleven States have achieved a concurrence in their emergency plans in support of these facilities from NRC.
But NRC, I regret to say, has so far not been able to concur in the Minnesota plan.
I am sure that you want to have Minnesota achieve an improved radiological emergency preparedness posture down to the involved county and municipal levels of government at the earliest possible date.
I want to pledge to you today that NRC will provide whatever assistance we can to help you achieve that goal.
Within the past few days, our Office of State Programs has been in touch with Mr. Roy Aune of your Division of Emergency Services to talk about the Minnesota plan.
I understand that you have recently taken up the matter of radiological emergency response planning with your Department heads and charged them with completing the State's plan in the next few months.
We commend you for this action and assure you that NRC will continue to give your Division of Emergency Services whatever assistance we possibly can to bring your radiological emergency response plan to a point of readiness and to achieve an NRC concurrence at the earliest possible time.
