Dear Governor Thompson:
Because of the Three Mile Island accident, there is an increased interest in radiological emergency response plannin: for fixed nuclear facilities.
As you know, the offsite component of this planning is the respcnsibility of State and local governments. To date, eleven States have received NRC concurrence in their emergency plans in support of these facilities.
However, so far the NRC has not concurred in the State of Illinois' plan.
Our Office of State Programs has been in touch with Mr. Maury Neuweg of your Depart:nent of Public Health to talk about the Illinois plan. The_
latest Illinois Radiological Assistance Plan (ILLIRAT) available to NRC is dated October 1975, and until recently there had been no request for P--'
a Federal review of any improved versions of this plan.
I understand, I-~
however, that in a recent meeting with your staff you set a date of
~g January 1980 for revision of the plan in accordance with current guidance and that you expect Federal assistance and review.
We are very concerned about this matter and are sure that you share our
!T concern.
The recent event at Three Mile Island has highlighted the need C
to move forward in an expeditious manner toward the attainment of NRC concurrence in the Illinois plan.
In this regard, I assure you that NRC will give your Decartment of public Health whatever assistance we possibly E-can to bring the Illinois Radiological Assistance Plan to a point of

readiness and to achieve an NRC concurrence at the earliest possible time.
We should note that the General Accounting Office has urged us to " allow nuclear powerplants *w begin operations only where sta*2 and local emergency response plans contain all the Commission's essential planning el ements. "
Since this recomended action would alter the traditional NRC role in this area, we would appreciate receiving any coments that 1
you might have with regard to it.

As you know, the offsite component of this planning is the responsibility of State and local governments.
To date, eleven States have achieved a concurrence in their emergency plans in support of these facilities from NRC.
But NRC, I regret to say, has so far not been able to concur in the Illinois plan.
I am sure that you want to have Illinois achieve an improved radiological emergency preparedness posture down to the involved county and municipal levels of government at the earliest possible date.
I want to pledge to you today that NRC will provide whatever assistance we can to help you achieve that goal.
