What sources of information did you use to obtain those data?

A.

Information on air carrier accidents for the years 1956 to 1965 was obtained from air carrier accicent reports ccmoiled by the Civil Aeronautics Board (CAB).

In 1966 the National Transpor-tation Safety Board (NTSB) was created by the Department of Transportation Act and was given autnority for investigating and reporting air carrier accidents. Consequently, for the years 1966 to 1977, air carrier accident reports were compiled by the NTSB.

Q.

Did you attempt to verify the data obtained frcm the CAB and NTSB by other sources of infomaticq?

A.

Yes, I attempted to obtain information and data from insurance companies. However, I found that no usable information was avail-able from companies which issue aircraft insurance.

Airlines typicall,r use layers of insurance and re-insurance, with some of the larsc cirlines being cartially self-insured. Hence the loss experiance of insw ance companies would not be simply related to the accident

In addition, it is general insurance practice not to pool aircraft loss experience with other insurance ccmcanies and that any specific crash data kept by an insurance ccacany was regarded as proprietary information.

The second scurce of data utilized to verify the data obtained frcm the CAB and NTSB was a taole of U. S. air carrier accidents 2.055

. campiled by the Applicant (See, Table 1 of Valence Testimony).

This data was presented to the NRC Staff and Intervenors at a meeting held between the three parties on October 26, 1978.

Q.

Explain the methodology used to cull the informatic, and data related to air carrier accidents frem the above sources.

A.

I obtained all the air carrier accident resumes (1,514) prepared by the CAB and NTSB for the period 1956 - 1977 and selected all accident resumes that involved aircraft destruction and or occupant fatality. These selected resumes totaled 168. The 268 accidents were then listed on a year-to-year basis which was then compared with the table of similar accidents prepared by the Applicant to see if there was agreement in the accidents chosen.

This ccmparison indicated that there were discrepancies between the Applicant's and the Staff's data.

The discrepancies appeared largely to be the result of differences in definitions.

For example, the Acolicant included helicepter accidents whereas the Staff only considered fixed-wing aircraft accidents. All differences involved small air-craft, and occurred predcminantly during early years (1956 - 1959).

What information is contained in Table l?

A.

Table 1 lists the 268 destruction and/or fatality accidents by year, giving for each the time, place, phase of operation, aircraft, and an indication of the nature of the accident and the use for which the aircraft was beirig flown at the time of the accident.

Q.

What information is contained in Table 2?

A.

Conditions at foreign and Alaskan airports are often markedly different frcm those at airports in the contiguous 48 states, and represent traffic hazards that would not be expected at Harrisburg International Airport.

Table 2 lists those accidents in Table 1 which occurred in the contiguous 48 states.

Q.

What information is cont'.ined in Table 3.

A.

For many of the accidents in the first two tables, the aircrafe did not crash to the ground frcm the air, or it did so at great distance from the airport in use. Table 3 lists those accidents in Table 2 which did not occur in interairport flight or while taxiing.

Q.

What information is contained in Table 4?

A.

Table 4 lists tnose accidents in Table 3 which imoacted or other-wise led to the destruction of the aircraft within 5 miles of the airport in use.

Included also are the range and bearing of the A'3. [3k3()

4 location of destruction relative to the runway, and otner information, where pertinent.

In several accicents, for example, the location of the destruction was chosen b'y the pilot or determined by terrain features unique to that airport.

Q.

What information is contained in Table 5?

A.

Table 5 lists those accidents in Table a which involved an aircraft of a type capable of flight at over 200,000 pounds.

Included, where known, are further details concerning impact velocity and angle.

Q.

Have you requested information frcm the Military regarding its use of heavy aircraft?

A.

Yes. We requested information cencerning military aircraft from the Pennsylvania Air National Guard (PANG) at Middletown and from the Military Airlift Ccamand (MAC) at Belleville, Illinois. The PANG confirmed the airport management's opinion that all heavy military aircraft at Harrisburg have been and are expected to be those of MAC.

MAC supplied traffic information of heavy aircraft under its control at Harrisburg International Airport for the cast five years.

Accident rates for MAC heavy aircraft were obtained frcm the USAF Inspection and Safety Center at Norton AFB. Also requested were accident data cencerning the E4A. The Army Cepot at jlew Cumberlan 1 believes that future traffic will continue to be erratic within the same approximate range as in past years, decendent ucon the NS. [$t51.

The correscondence with MAC Headquarters is attached, and their response is ccmpiled as Tables 6 and 7.

involved one landing and one ta.keoff.

No touch-and-go landings were perfor=ed on these missions.

The information you requested on the gross weight of each aircraft and the active runway is not available.

Forecasts on a year-by-year basis for traffic at the Harrisburg Airport are also unavailable.

The MAC aircraft which transit Harrisburg are flying Special Assign =ent Air-lift Missions (SAAMs) requested by the new C" "erland Ar=y Depot and are scheduled after we receive the Army's request for airlift.

The forecasts could possibly be obtained from the New Cumberland Ar=y Depot.

There have been over 220,000 takeoff and approaches since 1968 Of the three destroyed aircraft, only one actually crashed outside the limits of the airfield.
