Secraidy to the Appeal Board MOTION FOR EXTENSION OF TIME FOR FILING TESTIMONY By Order dated October 10, 1978, the Atomic Safety and Licensing Appeal Board extended the date for filing testimony in the captioned proceeding to November 17, 1978.
Although the NRC Staff has been diligent in its efforts to meet inat deadline, we now find that unanticipated events make it possible to only file partial testi-many. First, more time than expected was necessary to manually search old accident data which 's not available from computer sources. Second, unalter-able prior Staff commitments have severely limited availability of a number of key individuals, particuarly those involved in preparing the statistical analyses.
Third, it was discovered last week that some computer tapes from the National Archives which contain significant information on operations at.Harrisburg International Airport were unusable; efforts are still underway to extract as much information as possible frcm these tapes. Fourth, testimony from non-NRC witnesses located out-of-town was received late on November 9,1978 and 7br d o2cY
2-is not considr cd to be adequate in its present form. Further communication and transmittal of documents between the Staff and these individuals is neces-sary before the testimony can be finalized and this cannot be completed by November 17.1ccordingly, while much data has been gathered and is avail-able*, it has not been possible to complete preparation of testimony as originally anticipated.
Consequently, the NRC Staff respectfully moves for an extension of time, until November 30, 1978, in which to complete the filing of its testimony. We have contacted counsel for the Applicant and Dr. Kepford and are authorized to

represent that they have no objection to the extension requested.
