OFFICE OF NUCLEAR REACTOR REGULATION SECTION 9.5.3 LIGHTIM SYSTEMS PEVIEW RESPCNSIBILITIES_
Primary - Power Systems Branch (PSB)
Secondary - t,ane I.
AREAS OF REVIEW The PSB review of the lighting system is limited to the energency cr supplementary lighting l s ys ter s. The syster is reviewed with respect to the following considerations: capability of the systen to provide adequate emergency lighting during all cperating conditions, including fire, transient-and accident conditions, and the ef fect of the loss of of fsite power on the e ergercy lighting system.
II.
AECEPTANEE CRITERIA Acceptability of tre design of the lighting system, as described in the applicant' safety analysis report (SAR), is based in part on the degree of sinilarity of the design with l
that for previously revicwed plants with satisf actcry operating experiento There cre no ger ral design criteria or regulatory guides
- r. hat directly apply to the safety-related perforrance requirerents for the lighting systen.
T.e PSB will use the fellowing criterion l to assess tre system design capability: the erergency lighting systen > acceptable if the integrated design of the systen will provide adequate emergoncy static" li '*1ng in afl areas, fro"' onsite power sources, required for fire fighting, Control tEnance of safety-related equiprent
- the access routes to and from these areas.
^cy lighting for fire fighting 's acceptable if it reets tne requirerents of Bram n Itchnical Position ASB 3.5-1.
III. REVIEW FROCECO ES The inforracion providef in the SAR pertaining to the design of the erergency lighting syster is evaluated to determine that the lighting in vital areas and essenti2l passageways to and from these areas is adequate. Engineering judg ent, in conjurrtion with a comparison to equipment provided on previously approved plants, is used as a casis fJr deter"ining acceptability.
IV.
EVALUATION FINDIMS The reviewer deternines that suf ficient inforration has been pruvided and his review supports conclusions of the following t>re, to % included in the staff's safety evaluation

"The lighting system includes all components necessary to provide adequate lighting during both emergency and normal operating conditions. The scope of evic~ ' t.e lighting system for the plant included assessment of the adequacy of the errergency power sources and verification of adequacy during fire, transient and accident conditions. [The review has determined the adequacy of the applicant's proposed design criteria and design bases regarding the requirerrents f ar lighting during fire, transient and accident conditions. (CP)] [The review has deternined that the desigr. of the emergen.y lighting system and auxiliary suppo; ting systens is in confcmance with the design criteria and bases. (OL)]
"The basis for acceptance iii the staff review has been conformance of the applicant's designs and design criteria for the emergency lighting system and necessary auxiliary supporting systms to staff positions and irdustry standards.
"The staff concludes thzt the design t,f the lighting systen conforns to all applicable sta f f positions and indte'ry standards, and is ace?ptable."
