STAFFING REPORT /0RGANIZATION Let me take this opportunity to thank each of you for the extraordinary ef forts you have expended.

I know the President, the Commission and the public are grateful for your continued dedication to this important task.

To help plan for the future, we are reorganizing our operations.

A description of the NRC organization at Three Mile Island operation is attached.

it is to be implemented on Saturday. April 7.

Personnel assignments are also shown in attached tailes.

We will make every ef fort to provide rest or relief to the staf f over the coming days on an "as needed" basis.

Some rotations with Headquarters staff have already taken place, and more are planned on a sequential basis over the next few days.

The criteria used in establishing the rota-tion sequence are a) needs of the individuals, b) need to maintain continuity of THI experience on site and c) technical disciplines needed for site operations.

Those people wi th no "end" date indicated for their assignment should be prepared to remain at the site for several more weeks.

I will update the assignment charts on Saturday April 14 and hopefully give more precise indication of when the work here at TMI-2 will wind down.

Requests for earlier return to the Headquarters operation are not discouraged - you are best able to judge your own fatigue factors and personal af fairs.

You should feel free to request earlier ro t a t i o n, as necessary, through any of the management staff or directly of me.

Descriotion of Orcanization for NRC Coeration at TMl-2 Beginning on April 7, 1979, there will be three principal organiza-tions:

NRR Operations, NRP. Technical Review, and IE, as described in the attached chart.

The NRR operations function interacts with the NRR people in the IMI-2 control room area and with GPU's Task and Schedule Managerial Team (F. Stern, Chairman).

The NRR operations function will be managed by Stello and Vollmer.

Stello will be acting for me in my absence.

The GPU managerial team will be prioritizing work and NRR will provide liaison.

The NRR technical review function will have responsibility for re-viewing plant modifications.

In the GPU organization the modifica-tions are the responsibility of the Plant Modification team headed by G.

Cobean of Burns and Roe.

Its scope includes the new RHR, the electrical power modi fications, the primary system instrumentation alternatives, the radwaste modifications, and the modified secondary cooling system and other plant modifications that may be needed.

NRR will review the adequacy and safety of these changes.

The tech-nical review organization will be composed of the required engineer-ing disciplines to accomplish the reviews.

The technical review team will be managed by Mattson and Ross.

2 In addition to these principal divisions of NRR labor, we have an interface with and membership on the GPU Technical Working Group.

D. Ross is NRC liaison.

One task already assigned to NRC by this group is to prioritize the input to and output from the government laboratories and consultants.

This task is the responsibility of L. Ybarrando of INEL who reports to Ross.

The question of core coolability in various cooling modes has been assigned by GPU to the Industry Advisory Group under the leadership of Mr. Levenson of EPRI.

Direct liaison with this group will be handled by Ross and Mattson, aided by Nick Kaufman of INEL.

The NRR Bethesda of fice will provide principal support for the NRR site activities in this area.

A description of IE activities at TMI-2 and their current staffing report are enclosed.

Cornencing immediately I am reducing the number of IE personnel at TMI to those necessary to provide surveillance of Unit 2 operations and in-plant health physics and to continue required monitoring and analysis in the environment.
