Press Release on Citizens for a Hetter Environmental Report 5/25 A national environmental group today released a report the status of evacuation plans for on plants and termed the program "a disaster."the nation's nuclear power Citizens for a Detter Environment pointed out that with-out effective and tested evacuation plans the total facilities from a serious accident at a nuclear power plant could exceed 300,000.
The United States Nuclear Regulatory Commission estimates there would be only 3,300 such fatalities because it assumes ' hat 43 percent of the people in an area extending c
23 miles downwind from a nuclear plant can be evacuated within one hour.

"GSA has somehow decided that HUD for evacuating people if a nuclear plant has a seriousshould develop plans ac cid e r.t, yet GSA has no legal power to dictate to HUD it must accept that the burden.
HUD, of course, steadfastly refuses to get involved."
said Cleary.
"Meanwhile, no federal planning is being carried out by anyone, least of all the agency that should be doing it, namely, the NRC."
The report points out that the NRC does have a make-shift program to try to get the states to develop their own evacuation plans.
The NRC produced a checklist of 154 elements such evacuation plans should contain.
not a single state could qualify, NRC recentl Since checklist down to only 70 essential elemencs,y revised the four States could meet even but only the reduced requirements.
"Thus the NRC is particularly happy to permit the operation of a nuclear power plant in a state which has no evacuation plans," said Cleary.

' 'i "Dased on past experiences with actual small accidents at nuclear plants in Alabama and Colorado, it is highly unlike that the power companies operating the plants will notify the evacuation authorities about the accident in time for a successful evacuation to be carried out."
The CBE report describes what happened in those nuclear plant accidents and also recounts failures in evacuation drills carried out in New Jersey, one of the four states with an approved evacuation plan.
The report also points out that although Illinois has the largest concentration of nuclear power plans of any state in the country (seven in operation, and 17 plannad or under construction) it does not have a radio-logical emergency plan, Zion station for example has operated'for more than five years, but has never had an evacuation drill involving state agencies, much less actually attempt-ing to evacuate any members of the public.
"We believe that the, MRC is violating its obligations under the Atomic Energy Act," said Comey, "and we intend to pursue legal remedies very soon to rectify their negligence."
"We also believe that the White House is equally responsible for the current mess; the President's re-organization project has failed to solve the impasse between NRC, GSA and HUD and come up with a meaningful peacetime emergency plan.
The President is a nuclear engineer and is obviously well aware of the consequences of a major nuclear power plant accident since he has several times suggested that reactors be located deep underground, yet he has not addressed this problem whi u will not go away."
