Informal discussions with Howard Rose indicate that at least $25,000 in already budgeted " Management Studies" funds should be available to fund this contract. That is equivalent to about 1/3 of a consultant manycar effort and should be sufficient to accomplish the purposes set forth in the work statement.

FEDERAL AGENCIES DURING THE_RECENT_

p A large number of Federal Agencies were involved during i.he rccent incident at Metropolitan Edison's Three title Island Nuclear Power Statio~n~s~.}
Contacts with and involvements of some of these Federal Agencies had been i
expected based on),revious. nuclear ircidents experience and on developed scenarios for operation of an NRC Inc.fent Response Center.
Other contacts proved necessary in order to facilitate NRC's response 6*
incident, attempts to solve the problems at the site and its environs, and to disseminate information about the incident.
The Office of Inspection and Enforcement desires to gather infomation on the contributions and other foms of involvement of these other Federal Agencies. This infomation will prove useful in developing a history of the incident and the Federal Govern:nent's role in resolving it.
More importantly, such information will provide a basis for:
(1) planning more comprehensive responses to future incidents; (2) managing proper contacts and inventories of available and appropriate resources for responses to

incidents; and (3) responding better to future incidents.
