,..a, Records have been liept of Metropolitan Edison TLn data and NRC TLD data. m The' licensee's data covers the period from before the accident up to the present time and for the most part includes few locations more than one mile frem the site. 'The NRC data covers the period from March 29, 1979, to the present and includes no locations onsite.
Only two liccusee and _
NRC locations are the same.
My involvement with this data egan on April 10, 1979.
At that time, my review of the licensee's TLD data revealed that, contrary to the statement in PNO-79-67E, March 31, 1979, in which it was stated that the highest TLD reading observed was on Three Mile Island', 0.4 miles north.of.he. reactor -
at the North Weather Station and was.81 mr, there were -several locations f
that were higher. These 7ocations were the mechanica1' draft cooling s
towers, 216 mrems' the North Boat Dock,1044 mrems* Shelley Island, about
?
106 mrems* and Kohr Island, two results which disagree but have an average value of about 700 mrems.
These new findings were co-micated to NRC:IE headquarters icmediately.
The licensee's data indicate that the external gn=ma dose to an individual on either shore of the Susquehanna River wculd not have exceeded about -
100 mrems as a result of the incident to date.
The communities of Golds-J boro and Middictown received much smaller doses.-
'r A recent investigativu shows that two individuals inhabited Hill Island during the first two days of' the event.
Conservative extrapolations of existing data indicate that these individuals may have received a dose in excess of 100 mress but less than 500 crems. - A detailed evaluation of the dose to these individuals is being performed by others.
An evaluation of internal doses frce iodine-131 indicates that the critical path was inhalation. My calculations from availabic airborne measurements show no level which would rest.lt in an infant thyroid dose in excess of 3 mrems. The contribution from milk was a small fraction of a crem.
It appears that external exposure was more significant in this accident tha in te rn al.

Assemble in Unit 2 Control Room area in anticipation of deliberate initiation of natural circulation; or as soon as possible following loss of operating RCP.

Provide real time review of available data and advise plant operations of advisability of continuing to proceed f
with attempt to initiate natural circulation.

Provide real time review of available data and cdvise plant operations of appropriate actions to *aKe in the event of unanticipated developments.
4.
Mr. Herbein, or in his absence, Mr. Arnold, shall be the only individuals with decision-making authority, i.e.,
