Office of Inspection and Enforcement Ac6<.,ns at ~ Babccck and Wilccx Designed Operating Plan:.s The following acticns and instructions have been placed in effect by the Office of Inspection an~d Enforcscent as of April 4, 1979: 1. The NRC Regional Offices provided copies of Preliminary Hetificati:ns to licensees with operating plants so that licensees would be aware of information concerning the accident. As subsequent Preliminary Notifications are issued, these are prcmptly transmitted. 2. Inspectors have been assigned to each site with operating ~ Babccck and Wilcox designed nuclear p:wsr plants. Resident . inspectors already had been assigned to two cf the five sites -- Arkansas Nuclear 1 and 0:enee 1, 2, and 3. F.cwever, the resident inspectcr cf Arkansas Nuclear 1 was being replaced because of pre etion and the inspector at 0:enee was assisting at the Three Mile Island ac:ident. Inspe= tors were dispatched by Monday, April 1,1979, so thet all five sites were provided with residsnt-type inspectica ceverage. 3. nE Bulletin 79-05 was issued. This bulletin was transmitted by telecopier fr:m the Regional Offices to fcur of the sites (for the fifth, transhission tmdble was experienced -- it was hand-carried to the licensee). 4. A Temporary Instructica has been prepared cutlining the inspectors' duties at th.ese plants. The instructions place requirements en the inspector to perfem the~ duties specified in the Temporary Instruction and ass =e duties equivalent to assigned resident inspectors. 5. The inspectcrs are. required to assure that licensees are fulfilling the provisions of the NRC Bulletin at these plants. This bulletin is being. sent to all utilities with e. Babccck and Wilcox prassurized water reacter, the suppliar of the Thraa I;ile. Island Unit 2 reactor. These utilities are being provided ear'ly inforaation and assessment of the incident and are being asked'to ircr.2-di.'tely review their ' facilities and procedures in light of the incid2nt to craclude a similar event. A Formal response to the.tiRC i.s.. required u within ten days. This sa a bulletin is being provided to all othar po'.er } rea-tor licensees and constructica pernit holders in the country for i n f:rc =.tica. In a related acticn, the iPC has dispatched an inspectcr to every licensed site with a Sabcock and Wilcox reactor. These inspectors still functica in a similar fashica to the resident reactor inspectors who a o being assigned on a regular basis to all cperating reactor sites around the country.
