DISCUSSIONS WITH IE PERSONNEL AT THREE MILE ISLAND ON APRIL 7,1979 The purpose of my trip was to obtain a better understanding of the situation at TMI, our overall response to the event, and our onsite capabilities and activities.

Public Health and Safe _ty The visit confirmed that our HP activities have been almost entirely devoted to assuring the public health and safety, both offsite and onsite.

We have not been performing the conventional IE inspection and enforce-ment functie=, out rather have been acting more in the role of a deenb involved professional health physics consultant to the licensee.

I believe this response on the part of IE was mandated by the situation which existed imediately following the event, and which exists, albeit to a lesser extent, to date.

I believe our response was a significant contributor toward the degree of protection afforded the public.

Inspection and Enforcement Now the question is:

how and at what pace do we return to the more con-ventional IE mode of operation (inspection and enforcement)? Two main factors enter into this decirion:

1.

When will the additional professional HP support acquired by Met. Ed. be able to fill the role we are presently providing?

2.

NRC is reviewing and approving the facility procedures.

Regarding the first factor, George and I discussed the need for a prompt 8

discussion with the appropriate Met. Ed. management to expedite the integration of their newly-acqui,ed HP professional staff into plant operations.

Hopefully, this meeting can be held on Monday.

Once this HP professional support staff gets organized and involved, IE should be able to cut back on in-plant HP resources necessary to assure safety, 8

John G. Davis April 8, 1979 The second factor will make it difficult for IE to revert to our normal inspection role and take subsequent enforcement actions regarding current activities at TMI.

HP Staffing - IE The initial IE-HP organization established at THI involved approximately 44 HPs, cons! sting of an overa11 supervisor; a 10-man support staff, including the instrument van and mobile lab staff; 14 environmental As of April 7,1979, monitoring perst nnel, and 19 in-plant personnel.

IE had a 41-man HP staff at the site and George is trying to get down to a 30-man staff by Wednesday, April 11, 1979. The reductions will be achieved primar.ly through reduced shift coverage, both in-plant and offsite.

George will be working on cutting the staffing further as the TMI professional HP support staff comes up to speed. Once we agree with the other agencies (EPA, State, FDA) on what surveying they will continue to 'do in the environs, we should be able to reduce our environmental effort to 2-3 people.

Preliminary discussions have been held with EPA.

Early next week (Monday or Tuesday) we will talk with the State, EPA, and FDA in some detail regarding their plans.

Long Term Assistance Long term DOE assistance regarding rapid (* 30 min) ARMS and ground level survey support should be confirmed until such time as the auxiliary building is decontaminated.

In addition, it appears that two ARMS surveys and two ground level surveys / day should be conducted on a routine basis.

Other DOE assistance should be available for coll-up on an as-needed operational basis (e.g., during initial containment entry wa may want ARMS and ground survey teams deployed).

Problems Although things are moving pretty well, I have a perception that effective coordination between NRC Operations and HP activities is weak.

IE and NRR management should re-emphasize the need for deliberate interface between IE/NRR (HP and Ops) when planning and executing daily events. The lictnsee's coordination between the Ops and HP staff likewise appears.
