y RELOCATION C0hTINGENCY PLAN OBJECTIVE: To define a plan for t..ocation of NRC operations in the event the need should arise.

CONCEPT OF THE OPERATION:

Senior IE and NRR management will be relocated to Building 684 (Rocms 7A and 73) of the Carlisle Barracks, US Army War College, Carlisle Barracks, Pennsylvania. This movement will be accomp-lished via helicopter or van in the event of inclement weather.

Command Group "A" (Annex A), the mobile laboratory and equipment van will be moved to the alternate Command Post (CP) on initiation of this plan.

Group "E" (Annex A) will remain in position at the site CP until approx-imately T+1.5 hours5.787037e-5 days <br />0.00139 hours <br />8.267196e-6 weeks <br />1.9025e-6 months <br />, at which time relocation to the alternate CP will be performed via FA Army National Guard helicopter or van in the event of inclement weather.

All other NRC personnel will be relocated to the Region I Of fice. Movement of on-duty personnel will be accomplished via bus and/or helicopter (if needed). Movement of off-duty personnel will be via personal and/or rental cars available to them at their motels.

Subsequent NRC site operations will be conducted from the alternate CP and Region I Of fice locations. Transfer of site operational personnel from the Regional Of fice to the site through the alternate CP (and back) will be accomplished via helicopter. The lis ing of IE and NRR personnel who will operate from the alternate CP is at Annex B.

Priority actions to be performed during relocation are shown in chrono-logical order in Annex C.

CO?^1AND AND CONTROL:

Command and control of site activities over which NRC:IE and NRR are involved at the time of plan implementation will remain at the site CP w.th those individuals listed in Group "B" of Annex A.

Command and control of site activities will be transferred to Ccmmand and Control Group "A" at the alternate Ci just prior to removal of Group B personnel from the site CP.

LOGISTICAL TsPIORT: Logistical support for the alternate CP and relocated site operations personnel at the Region I office will be provided by Region I persannel.

This support shall consist of, but not be limited to:

-Arrany,ements for helicopter transpcrtation of NRC site opera. ions shift personnel to and " ~m the TMI site;

-Lodging for personnel relocated to -

ogional Office;

-Accountability of NRC personnel; and

-Arranging NRC:IE site operations shift schedules in coor-dination with the alternate CP.

To describe actions by NRC personnel in the unlikely event that relocation of site operations becomes prudent or neces-s'a ry.

Action Level:

This procedure will be implemented only upon direction of H. Denton or his alternate.

Actions:

1.1 The following individuals will proceed to time designated alternate CP immediately.

1.2 Transportation to the alternate CP for Command Group A personnel will be via helicopter.

The helicopter pickup point will be the helipad at the rear of trailer city.

In the event of inclement weather, transportation will be pro,ided by van provided by the PA National Guard.

1.3 The mobile laboratory and equipment van will be driven to the alternate CP by the duty person assigned to the vehicle as follows:

3.0 ALL OTHER NRC PERSONNEL CNSITE 3.1 Upon receipt of the order to relocate. all onsite NRC personnel other than those assigned to Coc=and d Control Groups A & B, the mobile van and equipment van, muster in the area in front of the green food distribution house.

Transportation will be provided by PANG Buses to the Region I of fice. Backup will be provided by PA NG helicopter.

Private, rental and government cars are NOT to be utilized.

4.0 ALL NRC PERSCNNEL NOT CNSITE 4.1 Proceed to the Regional Office of NRC by the most expeditious means.

CP-2 CP COORDINATOR IMPLEMENTING INSTRUCTION PURPOSE:

To define actions to be taken by the CP Coordinator who is on-duty at the time relocation is ordered.

ACTION LEVEL:

This procedure shall be implemented only upon order of Dr. H. Denton or h's al ternate.

ACTIONS:

1.0 Alert PA National Guard for:

1.1 Helicopter pickup of Command Groups, a.

Call 787-8694/95/93/92 and say, "This is (Name) of NRC.

We would like a baggage pickup."

GIVE PICKUP POINT AND DESTINATION. (TMl Observation Center /Carlisle Barracks).

b.

If inclement weather prohibits use of helicopters, call 787-8661/7288 and request dispatch of the van being held in reserve. Also, request dispatch of buses being held in reserve to transport other NRC personnel to the Regional Office.

GIVE PICKUP POINT AND DESTINATION (S).

1.2 Bus pickup of all other NRC personnel on-duty:

Call 787-8661/7288 and request dispatch of buses being held in reserve.

3.0 Perform personnel accountability using Attachmert 1.
