Dear Sir:

Three Mile Island Nuclear Station Unit-2 (TMI-2)

License No. DPR-73 Docket No. 50-320 14 Day Follow-Up Report On March 28, 1979, the Commission was notified by telephone of a nuclear incident at Three Mile Island Unit 2.

Because of the complexity of the situation which existed and the onsite presence of the Canmission during the reporting period, further details of the events leading to the incident and corrective action empicyed will be delayed until May 15.

This report will contain information describing the event and prelhainary short term corrective action up to April 30, 1979.

This report will be updated by two additional monthly reports (May and June) which will be submitted on June 15 and July 15.

Following these first 3 monthly repcrts, quarterly reports will be submitted.

The first of these quarterly reports will be submitted by October 15, 1979, and will include information compiled during the months of July, August, and September, 1979.

These quarte-ly reports will be submitted every three month s thereaf ter, and will be submitted rior to the 15th day of the month g

following the quarterly report period.

These quarterly reports will include the similar type of information included in the monthly reports as well as those interim analysis results and interim evaluations concerning the event which have 'oecome available.

The quarterly reports discussed above will continue until a final report is issued. The final report will include a summary of Tech. Spec. violations which occurred during the transient. Also included will be a summary of the cause (s) of the incident as well as a sequence af events which occurred during the transient, and corrective actions (b an short term and long term) which were taken as a result of the 3/28/79 incident.

The reports discussed above will replace the reports required by Sections 6.9.1 6 (Monthly Operating Reports),

6.9.1.7, 6.9.1.8, 6.9.1.9 (Reportable Occurrences) and 6.9.2 (Special Reports) of the existing TMI-2 Technical Specifications.

This method of updating was discussed with onsite Cc= mission representatives on April 10, 1979.

PLANNING MEETING 1.

Correction f actors are still not being used for results of iodine air samples collected on CESCO charcoal cartridges.

A tour of Unit 1 Auxillary Euilding was made on the 4-12 shift on April 10, 1979.

The need to upgrade hea;!h physics performance was apparent.

A meeting was held with the licensee's Unit 1 shift supervisor and the itcensee's shif t health physics supervisor to discuss this problem and the importance of returning Unit 1 health physics conditions to as near normal as possible.

During the meeting, it was discovered that the Unit 1 shift supervisor was not aware that the Unit 1 health physics operation, nanned chiefly b a contractor (NSS) was under his direction rather than THI HP management.

Early indications (day shift, 8-4) indicated some progress in this area.
