Dear Sir:

This is a follow-up letter to my suggestion, which was made on the telephone around noon on Sunday, April 1,1979, for the re= oval of hydrogen bubble from the reactor. I gave two suggestions. One of which was the injection of Iodine I into the water system. Iodine will react with H, according to the reac 2 tion H2+I2( / 2HI The equilibrium constant for the reaction under reactor conditions is approximately 25. The reaction rate is slow enough to permit orderly removal of H2 gas yet fast enough to accomplish this in a short time. The HI for=ed is soluble in water and bubble will disappear and HI could be allowed to circulate in the water until it can be removed at some con-venient tice. I am afraid this particular suggestion either got lost in the shuffle or was not taken seriously even though a real enthusiasm was displayed by the person who answered the phone. The proposed use of 0 is very dangerous because of the explosive 2 nature of the reaction and the reaction with F, C1 r Br is uncon-2 2 2 trollable because of the chain-nature. The other suggestion was the use of Pd metal pcuder to adsorb the hydrogen and other gases. Of course you are aware of the engineering problems and actual nature of the c=ergency. Dear Sirst According to press reports, a complication in the Three mile Island accident is the f ormation of a potentially explosive gass kuhis bubble in the reactor containment structure. There are potential problems with each of the three main proposals for venting the gas, all of which involve use of existing water pipes. Could you not vent the gas f rom the top? Ueld an air-tight steel cannister to the top of the structure, with a fitting through which a drill bit could be inserted, and an outlet for the gas. NRC REVIEW AND APPROVAL OF PROCEDURES Effective immediately, al1 procedures submitted for NRC review will be briefly discussed with myself or Vic Stello to determine if NRC review is required. if the procedure involves plant changes or operations which have impact on nuclear safety or planned operations to achieve cold stable shutdown, NRC review will be required. !f the procedure does not mpact the above "NRC review and approval not required" should be noted.
