Dear Sir:

Three Mile Island Nuclear Station, Unit 2 (TMI-2)

Operating License No.',DPR-73 Docket No. 50-320 Criteria for Use of Steam Generator for Short Tern and Long Term Cooldown REF:

Letter of April ll, 1979, Roger J. Mattson (USNRC) to Robert C. Arnold (CTUSC)

Subject:

Acceptability of System Criteria for Use of Steam Generator fo' Short Tetm and Long Term Cooldown The referenced letter identifies the need for resolution of the design flew rare for cooldown using the steam generators.

Sufficient flow rate margin can t-

,chieied in the short term and long term sc.hemes for the following reasons:

The er.isting plant pumps being used for "S" generato' short term cooling 2.

were specified for 4100 gpm.

Since the scheme beir.g employed for "B" generator cooldown will require lower head on these pumps, they will operate at higher flows cnan origiaally specified.

b.

The short term scheme for the "A" steam generator uses the existing plant condensate pumps.

The originally specified design flow for these pumps is Sc50 3pm.

Consequently, these pumps will be able to provide suffici"nt cooling water flow.

The long tern cooling schenes for both the "A" and "B" steam generators will c.

enploy net. pumps.

These pumps will be specified to supply the required flow e with adequate margin.

ra The subject criterion are being modified to reflect the above.

It should be notr1, b o.;cv e r, that unnecessarily high flous nay not be desirable from a control standpoint.

This Jatter point ~is still under review.

Sincerely, Original signed /
