The lead NRR reviewers will give two (2) copies of the procedure to the lead IE reviewer. Note: Lead IE reviewers are as follows: 0000 - 0800 Raymon'd 0300 - 1600 Wissman 1600 - 2400 Haverkamp 3 a) The lead NRR reviewer is responsible for obtaining all NRR comments. b) The lead IE reviewer is responsible for obtaining all IE comments. 4 The IE lead reviewer will give comments to the NRR lead reviewer, who will combine the comments and give them to Met. Ed./GPU, 5. GPU will review the comments and make appropriate procedure changes. a) Minor changes will be made and the procedure presented to PORC, b) Major changes to the procedure will require a complete NRC re-review. h k 127 246 4 4

2) As of 4:00 AM today, have 48 hours to fill the tank. Licensee has permit to discharge the water in the river. At this time (6: 00 AM), the licensee has not decided to discharge this water. 3) Second pressurizer level probe is functioning normally. Monitoring kw selected instruments. Recorded data is being developed and analyzed by several groups including National Labs. Back-up Level Considerations Methods (1) Use of Make-up Tank Level Procedure written and approved. Licensee has cerformed a test - Preliminary indications are good. (2) Use of static pressure taps in pressurizer steam space and hot leg. Procedure written and approved with minor corrections to calculations. (3) Additional alternative methods are being pursued. 4) Did not obtain a Vaste Gas Decay Tank sample. WGDT pressure is still same - 87 psi. 5) containment pressure has been about - 1 psig. 6) Filters for condenser ejectors are currently in transport. 2 / 7) Engineering study being conducted for potential installatior of charcoal filters in auxiliary building vent. 8) The r occup l e in the inlet chamber of Hydrogen recombiner was lost for several hours but was replaced early this morning and the Hg concentration in the containment has been reduced to approximately 1.8 percent.

9) At 3:45 AM the radiation level in the auxil;ary building reduced by a factor of 3 during instalia tion of piping f rom make up tank to the containment.

(Dictated by BGrimes over the phone - 4/5/79) There are several reasons why a primary coolant sample is important. (1) A sample of which contains primary gases is desirable to determine levels of intrained and dissolved gases which might come out of the solution as a sudden depressurization occurred. (2) An isotopic analysis of a sample either taken under pressure or degassed is needed to help determine core damage levels and thereby provide additional assurance that the core can be cooled in a natural circulation mode. The primary information which will aid in determinati on of the core condition is the ratio of the nore volatale isotope such as iodine to the less volatale isotope such as Cr and Ba, (3) The isotopic composition of the sample will assist in determining the heat load on the filters and demineralizers in the letdrwn system. The level of activity in the primary coolant may also give a qualitative indication of whether very high temperatures have continued to be present in the reactor core. This will be only a qualitative indication because of the clean up of the primary water which may have taken place in pressing through the letda n ty, tem filters and demineralizers, in a similar way a gross alpha measurement may assist in determining whether a large amcant of uranium has been transferred from the core to other parts of the primary coolant system and also give further qualitative indication of the extent of core damage.

. (4) Information on isotopic composition will also allow calculation of doses from certain contingency operations so " as operation of the RHR system with pump seal leakage or failure. We believe that it is important to make these measurements before a change of cooling mode is attempted to, in addition to the above considerations, provide a pass line to judge the adequacy of cooling in the new mode. 127 262
