We purpose of this investigation by the U.S.
Nuclear Regulatory

Cc ission is ' to determine exactly what occurred regarding the incident

at Bree Mile Is1Hn C Unit 2, which began on March 28, 1979, and the responding actions taken by Metropolitan Edison Company.
'Ih e investiga-tion will include a review of the condition of the pl an t prior to the incident and the period investigated will extend to 12:01 a.m. March 31, 1979.
You are asked'to previde information in as much detail as you can recall concerning' your site,-related. activities during this period, including your recc =endations. d The U.S. Nuclear Regulatory Cc~nission was given the respensibility and authorit.y by the Cunsress of the United States in the Ato:nic Energy Act of 1954, as amended, and the Energy Reorganization Act of 1974, as amended, to license nuclear power plants and to see they are operated safely to protect the health and safety of the American Public.
It is from this Act and Title 10, Code of Federal Regulaticn :s, that the U.S.
Nuclear Regulatory Cc~nission's Office of Inspection and Enforcement 18 conducting this of ficial inves tigation.
