Our Safety Evaluation Report input for these sections is enclosed.

applicant (subsection 13.1) and the =eans for review and audit of plant operations (subsection 13.4) are acceptable, although there are several incensistencies in subsection 13.1 of the FSAR. The applicant has stated that he vill clear up these inconsistencies in a forthcocing amendment to his FSAR. Our Safety Evaluation input for suosection 13.6 vcs previously transmittad to you by memorandum dated June 30, 19 75.

Three Mile Island Unit No. 2 13.0 Conduct of Ceerations 13.1 Orzani:stional Structure of A olicant The Metropoli tan Edison Company (Met-Ed) is re7.ponsible for the operation of Three Mile Island, Unit No. 2.
This responsibility is carried out by their Generation Division which is under the direction of the Vice President and Manager, Generation Division. The Manager-Generation Operations Nuclear, who is responsible for the safe operation of the Station, reports to the Vice President and danager, Generation Division.
The station staff, under the directice of Manager-Generation Operations Nuclear, is responsible for the operation of both Unit Nos.1 and 2 that are located at the site. The station staff consists of approximately 153 full time a=ployees functioning in six =ain groups; an operations group for Unit Nos. 1 and 2 (about 31 people for each unit), a nuclear engine'ering group responsible for the nuclear and thermal perfor ance of the core, a =aintenance group (about 60 per. sons) responsible for electrical, =echanical cad instru=ent maintenance at the station, a technical engineering group (about 11 persons) who vill provide station support in the areas of reactor physics, chemistry, =echanical and electrical engineering, ins ert=ent and control engineering, and overall station perforcance, and a radiation protection and chemistry group (about 15 persons) responsible for station radiation protection and chemistry programs.

N s The plant operations groep for Unit No. 2 is under the supervision of the Supervisor of Operations, Unit No. 2.
Reporting to him are the unit operating shif ts.
The minimum shif t composition for the ope ation of Unit No. 2 will consist of at least 5 persons, one of whom will hold a senior operators license and two of whom will hold an operators license. A separate shif t crew with no responsibility for Unit No. 2 is operating Unit No.1.
The applicant h s stated that the education and experience of plant operation, technical and =aintenanca support personnel will neet the requirement. set forth in ANSI N13.1-19 71, " Standard for the Selection and Training of Personnel for Nuclear Power Plants." This meets the regulatory position described in Regulatory Gaide 1.8, "Porsonnel Selection and Training." We have reviewed the qualifications of key supervisory personnel assigned to the Three Mile Island Station.
We find them acceptable and the qualifications of key supervisory personnel, with regard to educational background, experience, and technical specialties are in accord with those defined in ANSI N18.1-19 71.
Technical support for plant operation will be provided by the Generation Division. Within this division the support will be provided by personnel reporting to t.5e Manager-Operational Quality Assurance, Manager-Generation Maintenance and Manager-Generation Engineering.
We conclude that the applicant's organiza:ional structure and qualificationc of the plant personnel meet Regulatory Guide 1.8, " Personnel Selection 4 9 9

. and Training" and re satisfactor t_ to provide an acceptable cperating staff. We further conclude that the applicant has the necessary resources to provide offsite technical support for the operation of the facility.
13.4 Review and Audit The neans for providing the review and audte of plant operations is described in Section 16.6 of the applicant's proposed technical specifications.
The onsite group, the Plant Operations Review Co=sittee, and the offsite groups; the Met-Ed Corporate Technical Support Staff and the General Office Review Board, are currently functioning in the nanner described for Three M1Ae Island, Unit No. 1.
The NRC has reviewed these specifications and find they =eet the provisions for review and audit described in Section 4.0 of ANSI NIS.7, " Administrative Controls for Nuclear Pcwer Plants" and are acceptable.
