It CIDEilT RESPONSE CE;1TER C0!OtutlICATI0 tis My memorandum of April 20 requested, among other things, a report en the actions which have been taken or can be taken immediately to improve the co=unications capabilities between our Incident Response Center and the site of an accident or unusual event.
I believe that this is but one of several areas in which the communications capabilities of the IRC require unrading. Others include the capability to co.Tzunicate with State and local authorities and other Federal agencies. Accordingly, I would also appreciate receiving a report on short term actions being taken to effect these improvements.
As a planning basis for both of the above-mentioned actions, I believe that our ccmmunication systems should be upgraded so that we will be capable of handling two unusual events simultanecusly.
As a separate but related matter, I would appreciate your views on the steps which can be taken to maximize the effectiveness of the interface between the IRC and the Commission during accidents or unusual events.
