MIf11 MUM REQUIREMEtiTS FOR C0tlTROL ROOM MAtitilf1G BY LICEt1 SED REACTOR OPERATORS It is my understanding that we currently require that two licensed reactor operators be present in the control room and that one senior reactor operator be present on site during power operation of commercial nuclear power plants.

In this regard, I would appreciate responses to the following:

1.

What is the basis for the minimum manning requirements and in what documents as they appear?

2.

Are there exceptions to these requirements (e.g., at specific facilities or at multi-unit facilities)? What is the basis for such exceptions?

3.

How do these manning requirements vary for conditions other than power operation?

In light of the fact that most transient and accident conditions require operator actions related to the turbine generator and the balance of plant systems, I would appreciate staff's views regarding the advantages and disadvantages of requiring that a third operator be present in the control room during power operation for the sole purpose of monitoring and controlling the facility's electrical generating system and the related balance of plant systems. Such a requirement would help assure the full attention of the licensed reactor opentors to the fiSSS and other safety related systems.
