Dear Mr. President:
I' The accident at Three Mile Island raise many broad questions, including whether similar accidents shculd be expected at other plants ar.d whether the government is correctly structured to protect the public heci th and safety.
I Txtensive reviews of the accident and its handling are necessary.
'5 I am certain the Nuclear Regulatory Ccmission will do an in-house i
review b2cause we must develop ans..ers to questions such as tip fol-lowing:

S'rould the Corrission redify its procedures for reviewing j
piant design arc cperation?
j Must codifications be made to allow other plants to operate?
Should operator procedures and qualifications be changed?
How should NP,C emergency peccedures be improved?
I I expect this in-house review will utilize the Cc.mmission's technical i
staff as well as outside experts.
It undnubtedly will address both how i
did the accident happen, covering equipment design and operation and j
cperator procedures, and how did the N?,C respond.
Our review should

However,-I believe this in-hcuse review will not reach some broader E
issues raised by the seriousness of this accident. A broader review

should involve the Congress and the Executive Branch and be visibly l
separate from those who were intimately ir.volved uitn Three Mile Island.
