Wnile there may be a number of improvements to our emergency response capabilities that can, and perhaps even should, await the results of a thorough investigation of the Three ".ile Island accident, I believe that there are at least two areas in which the need for improvement is so apparent that actions shculd be initiated immediately.

The two specific areas which I have in mind at this time are (1) the need to significantly upgrade our system of communications for emergency response situations, and (2) the need to have mobile radiation monitoring units available to each of our Regional offices.

With uncse examples in mind, I would appreciate a report from you as scen as pcssible en:

(1) What acticns have been taken er can be taken immediately to improve our communications capabiliti 3s (a) between the site and our Regional Headquarters, (b) between the site and cur Incident Response center, and (c) amongst our personnel on site; and, (2) Wnat resources are necessary, and how soon can each of our Regional offices be equipped with mobil monitoring units such as the one utilized by Region I at Three Mile Island.
