1.6 PC'ER DIGTICEUTIC:!

1.6.1 Q'JALRAliT PC'JER TILT Quadrant power tilt is defined by the follcwing equation and is expressed in percent.

100 Power in any core quadrant Average power of all quadrants -1 The quadre.nt tilt limits are stated in Specification 3.5.2.h.

1.6.2 EEACTOR PC'JER I!ELA';CE Heactor power imbalance is the power in the top half of the core minus the power in the bottom half of the core expressed as a percentage of rated power. Intalance 13 monitored continuously by the RFS using input from tre power range channeln.

Imbalance limits are defined in Specification 2.1 and imbalance setpointu are defined in Grecification 2.3 17 CO!!TAItiME'iT IIITEGRITY Containment integrity exists when the following conditions are satisfied:

a.

The equipment hatch is closed and sealed and both doors of the personnel hatch and emergency hatch are closed and sealed except as in "b" or "f" below, b.

At least cne door on each of the personnel hatch and emergency hatch is closed and sealed during refueling or personnel passage through these hatches.

c.

All nonautomatic containment isolation vclves and blind flanges are closed as required by the " Containment Integrity Check List" attached to the operating procedure "Ccntainment Integrity and Access Limits".

d.

Ill automatic containment isolation valves are operable or locked closed.

e.

Tre contair. ment leakage determined at the last testin.', interval ratisfies Epecification b.h.l.

f.

Mai.itenance which requires that cne door be open is permitted on the personnel hatch or emergency hatch for up to h8 hours, provided the other door of the hatch is leak tested and meets the local leak rate criteria for door seals prior to maintenance.

t 3ree !hle Island Muclear Sta+.icn, Unit 1 Operating Licence No. DFR-50 Docket No. 50-269 Technical C& cificatier Chance Enquost Ta. 65 The licensee requestc that the uttaened change page replace page 1-5 c f the exicting Technical Epecification, Appendis A.

Fennons for Change ' oquent Tlis change has been proposed to c2 srify Cection 1.7 allowing a modification to t;e perforced on the Eeactor Builriing personnel hatch and e=~rgency hutch.

This codification will increase the effecti"eness of the door interlock.

Safety Analynir Ju ut i fyi ng Ch ane The possibility of an accident or talfunction of a different type than any evaluated previously in the cafety analysis report is not created in that, maintenance is permitted for up to L8 hours on the personnel hatch and the ez.ergency hatch according to T.S. Section L.L.l.2.hb in the event corrective action ic required by local leak rate test results.

The probability of occurrence or the consequences of an act : dent or malfunction of equipment 1=portant to narety previously evaluated in the cafety analysis report in not increaced in that the other door will be leak tested and meet the local leak rate criteria fcr door sealn prior to performing any maintenance.

The margin of safety defined in the banes for.ny technical specification la not reduced in that thin change will clarify Section 1." to allow a h8 hour maintenance time for preventive or corrective maintenance other than that corrective taintenance required by local leak rate test results.
