ACTION PLAN FOR DEVELOPING REGULATORY OPTIONS ON t~

SISTER BABCOCK & WILCOX OPERATING REACTORS Commissioners Gilinsky and Kennedy are acting as a subcocmittee of the full Cormissd on for the purpose of developing regulatory options on the Babcc :k & Wilcox operating reactors that are essentially similar in design to Unit 2 of Three Mile Island.

Governor Brown of California has petitioned the Cc mission to shut down one such reactor, Rancho Seco, as a precautionary measure pending development of more definitive information about the causes of the Three Mile Island situation.

Governor Brown's petition, and any similar petitions, should be acted upon expeditiously, recognising that full information about and evaluation of the TMI situation will not yet be avail-able.

Accordingly, OGC suggests that the following steps be taken:

I.

Immediate Staff Work A.

Obtain best available preliminary technical evalua-tion of the significance of the TMI accident for the sister plants.

The focus should be on whether presently available infor=ation indicates a generic design or procedural problem.

B.

Determine current operating status of sister plants --

'e'.c., Davis-Besse is not presently operating.

C.

Determine probable practical effects of the follow-ing regulatory options:

1.

Provision of resident inspector and other meas-ures already adopted.

2.

Increased inspection and surveillance above current levels.

3 Operation at reduced power levels.

4.

Other possible safety ccndit_ons -- e.g.,

provision of additional safety equipment.

5 Precautionary shutdown pending more definite identification of TMI problem.
